Job Summary

Reporting to the Unit Director of Perioperative Services, Bayfront, UCSF Medical Center, the Administrative Manager is responsible for the following areas.

1) Management of consolidated expense budgets for all Bayfront departments, totaling 74.87 FTEs labor expenses and $34 million in non-labor overall expenses;

2) Oversight, management and monitoring of all Bayfront capital budgets and contingency; capital funds totaling $12.4 million, procurement of all capital, non-capital and no-charge purchases;

3) Lead and support organizational priorities through strategic planning and development, as well as maintenance of substantial, successful short-term and long-term business collaborations in key operational areas while pursuing new opportunities that contribute to fulfilling UCSF's mission, strategic plan and initiatives;

4) Performance Improvement; Develop and recommend processes that assure the viability of existing programs; optimizing physician and staff productivity, identify and pursue opportunities for growth and improvements through Lean methodologies and A3 thinking.

5) Management of all extramural funding and reporting for grants/contracts;

6) Responsible for consolidated revenue cycle and charge capture for four cost centers located at Bayfront, day-to-day management providing financial support services to patient care departments within Perioperative Services Division.

The incumbent for this position has primary responsibility for establishing and maintaining effective systems support for surgical services. This person is responsible for performing retrospective and concurrent quality and financial performance improvement assessments/reviews. This includes designing procedures and methodologies for performance evaluation, revenue reporting, and supply/cost analysis and providing strategies for efficient delivery of high-quality patient care. This position will develop, evaluate, maintain creative, progressive, internal documentation and external reports to support the operational and strategic needs of the organization. In addition, the incumbent will work collaboratively with co-workers and members of other departments to investigate and respond to a variety of quality/financial/revenue issues. Responsibilities include, but are not limited to: rigorous and systematic analysis of surgical volume, Perioperative KPI Metrics, quality, revenue, and supply data. The incumbent will be involved with the design and implementation of data collection tools and participate in projects related to the acquisition, utilization, and distribution of equipment, work design, and re-engineering.

The salary range for this position is $105,900 - $206,300 (Annual Rate).

Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Minimum of Five (5) years of work experience within healthcare. With at least three (2) years of demonstrated progressive responsibility towards leadership experience in healthcare administration.
  • Knowledge of the organization's processes, protocols and procedures with a focus on budget, account, Finance/Revenue cycle, and information system. Knowledge of financial analysis and reporting techniques.
  • Previous clinical experience in the operating room (5+ years), and 5+ years of perioperative performance improvement, data analysis, and supply chain experience.
  • Demonstrated excellent verbal and written communication skills.
  • Skills in organization and customer service to effectively manage multiple important priorities. Proven ability to organize department work functions in an efficient and effective manner.
  • Strong understanding and knowledge of business practices in Perioperative Services. Demonstrated advanced knowledge of computer applications, including Microsoft Word, Excel, and Outlook.
  • Demonstrated ability to work collaboratively with other locations; ability to influence/persuade all levels of staff.
  • Proven skills to quickly evaluate complex issues and identify multiple options for resolution.
  • Demonstrated ability to effectively supervise and direct the work of others.
  • Demonstrated ability to work well in difficult situations and meet tight time frames while exhibiting strong leadership/delegation skills and excellent customer service.
  • Experience in data models and reporting packages. Ability to analyze large datasets. Ability to write comprehensive reports.
  • Ability to apply and adhere to capital and operational budget constraints and management.
  • Demonstrated ability to analyze data to form logical and consistent conclusions, and to communicate the logical process to customers, co-workers, and staff.


Preferred Qualifications

  • Lean Six Sigma Certification.

Department Description

The UCSF Bayfront Operating Room (OR) consists of 14 surgical suites and 2 procedural rooms with 23 hours surgical stay facility. Our primary focus is multidisciplinary team-based approach and staffing, advanced technology, including integrated suites and robotic surgery.

Services include, but are not limited to: Ophthalmology, Otolaryngology, Head and Neck (OHNS), Urology, Benign Gynecology, Plastics, Pain Service, and General Surgery with Robotics.

The incumbent performs other duties as assigned by the Unit Director of Perioperative services and proactively demonstrates his/her own independent judgment to resolve issues or complete other necessary duties.

Maintain strong, positive working relationships with external agencies, other academic medical centers and healthcare institutions, university leadership, administrative, clinical and service departments.
