Pima County is seeking a highly motivated, dedicated, and experienced individual to serve as Deputy Director within the Office of Emergency Management. This is a unique opportunity to join a team of dynamic professionals committed to safeguarding our community by planning, coordinating, and responding to a wide range of emergencies. You will report to the Director and collaborate with more than 45 department heads and Elected Officials, 7 jurisdiction fellow Emergency Managers, and a multitude of federal, state, and local public agencies, as well as private and non-governmental organizations to coordinate the county's emergency preparedness, response, recovery, and mitigation programs, driving initiatives that support the County's community resilience and diverse needs.

In this critical role, you will provide direct leadership to a multidisciplinary team of managers who you will lead through the 4 phases of a comprehensive emergency management program. You will contribute to the development and implementation of the strategic vision and promote the National Strategy for Homeland Security principles within the County's internal management policies and Budget Plan. Your responsibilities also include serving as Emergency Operations Center Manager, orchestrating the allocation and management of resources during emergency operations. If you have extensive Incident or Emergency Management experience in directly managing or supporting in the capacity of Incident Command System command or general staff positions for large-scale response operations and a passion for directing and collaborating with large teams to achieve strategic objectives, we invite you to help shape the preparedness future of Pima County.

This is a classification in the unclassified service and is exempt from the Merit System Rules.

Duties/Responsibilities

As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. Work assignments may vary depending on the department's need and will be communicated to the applicant or incumbent by the supervisor.

  • Plans, organizes and directs assigned functions and activities concerning all four phases of emergency management within Pima County government;
  • Provides management and supervision to department managers and other employees within assigned areas of responsibility;
  • Maintains the Emergency Operation Center in a state of readiness,
  • Drafts and maintains administrative and operational procedures, subject to Director approval, to ensure compliance with County, state and federal ordinances, laws and regulations;
  • Coordinates the development and preparation of department budget and exercises management control over departmental expenditures;
  • Analyzes departmental procedures and organizational structures in relation to operational needs and develops plans and processes to increase efficiency and cost-effectiveness;
  • Prepares departmental reports, recommendations and studies to evaluate effectiveness of department services recommending corrective action when appropriate;
  • Represents the Director and/or the department at formal and informal meetings;
  • Plans, develops and implements staff training programs;
  • Reviews and analyzes proposed state and federal legislation for potential impact on department operations and processes and provides recommendations;
  • May represent the department with the media and the public;
  • Supervise and evaluate staff.

Minimum Qualifications

(1) Bachelor's degree from an accredited college or university with a major in business, public administration, government, emergency management, homeland security, political science or other closely-related field as determined by the department head at the time of recruitment AND eight years of professional experience within area of responsibility of which at least three years were in a supervisory or managerial capacity.
(Relevant experience and/or education from an accredited college or university may be substituted.)
OR:

(2) Five years with Pima County in an Emergency Management Program Manager, Emergency Response and Planning Manager, Emergency Management Communications Manager or closely-related position as determined by the department head at the time of recruitment INCLUDING three years of management or executive leadership responsibilities.

Preferred Qualifications: (Be specific in describing your experience in your application.
Ensure the descriptions provided illustrate your competencies, specifically addressing
the required and preferred qualifications.):

  • Experience with all Hazard Incident Management Position Specific Certification as Incident Command, EOC Manager, Planning Section Chief/Manager, Operations Section Chief/Manager, or Logistic Section Chief/Manager.
  • Minimum five (5) years of experience working with private and public partners coordinating projects.
  • Experience working with federal grants and disaster declaration processes.
  • Minimum three (3) years of experience working in an EOC or Incident Management Team.
  • Selection Procedure:
    Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
    Supplemental Information

    Licenses and Certificates: Valid driver license is required at time of application. ValidAZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record.
