Minimum Qualifications
MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor's degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.

Job Concepts

Function of Work:
To serve as chief financial officer for a state agency.

Level of Work:
Administrator.

Supervision Received:
Generally from a Deputy Undersecretary or other high-level administrator.

Supervision Exercised:
Generally over at least two professional accountant positions. Agency hierarchy and reporting relationships will also be considered when making allocations at this level.

Location of Work:
May be used by all state agencies.

Job Distinctions:
Differs from Accountant Managers by serving as chief fiscal officer of an agency.

Differs from other Accountant Administrators by executive budget, T.O., fiscal subordinates, organizational units, and funding sources.

Examples of Work

Directs the fiscal office and all fiscal activities including budget preparation and the annual financial statement for the agency.

Sets fiscal and performance objectives; monitors accomplishment of objectives.

Consults with external and internal auditors, state, and federal and local officials regarding the financial operations of the entity.

Serves on department and statewide committees in the design, development, and implementation of new management information, accounting, and reporting systems.

Testifies before legislative committees relative to the financial operations of the agency.
