Note: Starting pay rates are ultimately determined by the scope of the position, the candidate's relevant experience, and internal equity. New employees typically start in the lower half of range, but experts in their field may be considered for starting pay rates in the top half of the range.

Summary

The primary purpose of this position is to provide support to the Authority in the areas of financial accounting, budgeting, and reporting. Under the supervision of the Manager of Finance or the Assistant Director of Finance, the incumbent provides financial analysis and advice to executive, senior Finance, and other staff, performs complex account reconciliations, develops and coordinates budgets, requisitions funds, prepares financial reports, works with software vendors on troubleshooting and enhancements, and interprets and applies HUD program and accounting related requirements.

All activities must support the Minneapolis Public Housing Authority's ("MPHA" or "Authority") mission, vision, and values.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
  • Performs financial planning, analysis, and accounting for the public housing operating program, the capital fund program, the Section 8 housing program, and other grant programs. Monitors budgets in conjunction with staff on a monthly basis and works with MPHA program managers to resolve funding issues.
  • Assists in the implementation of new accounting or other related information systems. Assists in troubleshooting, testing and resolving accounting and program-related information systems and interfaces to the general ledger and sub-ledger systems. Works with the software vendor's support staff to resolve general ledger software issues.
  • Develops and maintains a comprehensive financial reporting system that satisfies HUD requirements and internal staff needs for the public housing, capital fund, Section 8 housing and/or other grant programs. Completes financial and operational reports as required by contributors.
  • Prepares general ledger entries in accordance with generally accepted accounting principles, HUD requirements, and Authority policy.
  • Assists in the preparation of financial presentations to the Board of Commissioners, MPHA management, and external parties.
  • Routinely provides account analysis to ensure transactions are properly recorded. Supports MPHA staff in determining the eligibility and proper classification of transactions. Reconciles sub-ledger accounts to the general ledger.
  • Ensures the timely request for reimbursement of funds from HUD, the city of Minneapolis, and other grantors. Monitors and reconciles reimbursement requests to the general ledger.
  • Advises the senior-level department staff on the establishment of budget controls and administers budget controls for each assigned program or grant. Analyzes Congressional appropriations to determine expected funding levels and funding formula requirements.
  • Assists in the development of accounting procedures and cost allocations.
  • Makes recommendations for new accounts, revisions in the account structure, and changes in instructions regarding the use of accounts.
  • Assists with training sessions and technical assistance to program managers on HUD accounting related regulations and funding. Provides technical assistance to MPHA program managers in the analysis and interpretation of financial information.
  • Provides assistance to Accountant I as needed.
  • Maintains a good working relationship with all staff, promotes and provides excellent customer service, and communicates with staff in a professional manner.
  • Performs other related duties as assigned.

Work Environment

This position includes an option for a voluntary hybrid telecommuting arrangement, following successful completion of the initial training program and in coordination with the supervisor. This option will be discussed during the interview process. Please note that hybrid telework arrangements are only an option when the telework location is in the State of Minnesota.

Experience and Skills
Education and/or Experience

Bachelor's Degree in accounting, finance, business administration, or related field and a minimum of two (2) years of experience in financial accounting, budget preparation, and financial reporting and analysis. Government or non-profit accounting experience preferred. An equivalent combination of education and experience may be considered.

Some positions may require possession of a valid driver's license. Those positions may also require use of a personal vehicle and evidence of individual automobile insurance coverage, or the ability to be insurable under the Authority's automobile insurance plan at the standard rate. Must pass a criminal history background check.

Technical Skills

To perform this job successfully, the employee should have strong computer skills, experience with Yardi or similar software, and MS Word, Excel, and Outlook. Must have the ability to learn other computer software programs as required by assigned tasks.
