ABOUT THIS POSITION

The City of Phoenix Public Transit Department provides local bus, RAPID commuter bus, neighborhood and business circulators, Phoenix Dial-a-Ride and alternative transportation services by contracting with private companies who manage the day-to-day transit operations. The Public Transit Department also provides planning, scheduling, and financial management support to the High-Capacity Transit program.

In this department, the Federal Compliance Analyst (Accountant III) will perform a variety of functions essential to the Compliance and Oversight Section of the Public Transit Department. Under the direction of the Federal Compliance Officer, this position will:
  • Interpret federal, State, and local requirements and laws.
  • Conduct oversight reviews and ensure compliance with FTA program requirements.
  • Assist in researching and responding to FTA requests.
  • Attend applicable subrecipient Board meetings.
  • Assist in updating and maintaining the Oversight Monitoring Plan.
  • Update and maintain federal oversight resource documents.
  • Review reimbursements made to determine that FTA rules and regulations are followed.
  • Draft compliance notices and reports.
  • Provide technical assistance to subrecipients.

IDEAL CANDIDATE

Knowledge of:
  • Accounting theory, principles, and practices.
  • Principles and practices of statistics as applied to financial and operational activities.
  • Personal computers, word processing and spreadsheet software applications.
  • Competencies in complex decision making, effective communication and interpersonal skills.
Ability to:
  • Continuously improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  • Develop competencies in complex decision making, effective communication, personal and interpersonal skills, and managing projects.

SALARY

Pay Range: $64,604.80 to $110,510.40 annually.

Hiring Range: $64,604.80 to $95,451.20 annually.

MINIMUM QUALIFICATIONS

  • Four years of progressively responsible experience as a professional accountant,
  • Including some experience training and supervising paraprofessional and professional accounting personnel.
  • AND Bachelor's degree in accounting, business or public administration or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

Experience in / with:
  • Working with multiple agencies (federal, state, local, subrecipients, and nonprofits).
  • FTA program compliance review and monitoring.
  • Communicating with middle manager staff, executives, committees, or Boards, and working in a team environment.
  • Writing administrative reports/memos.
  • Auditing process and procedures.
  • Grant compliance, reporting, eligibility, and monitoring.
  • Working in operational research.
  • Proficiency in Microsoft Excel.
