Position Overview

The Illinois Office of the Comptroller is seeking applicants for the position of Accounting Professional for Payroll Operations.
The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state's central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a "fiscal watchdog" to ensure that all state payments meet the requirements of the law. The Comptroller's office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller's website and has led the process of updating the state's payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state's financial information available to all.
Major Function
Under the general direction of the Payroll Operations - Public Service Administrator, ensures accuracy of electronic files and vouchers submitted for processing. Runs, audits, and balances voucher reports, frequently communicating with state agencies, Central Management Services, State Employees' Retirement System, General Assembly Retirement System, Judges' Retirement System, Teachers' Retirement System, and Illinois Lottery to efficiently resolve discrepancies and errors, prior to writing warrants for salary, retirement, household, and lottery payments. Maintains payroll deduction codes and company contact information, assists payroll deduction companies, agencies, and employees with questions regarding payroll deductions and access to the Enhanced Vendor Remittance (EVR) website. This position requires completing assignments within specified periods of time with accuracy.

Job Responsibilities
- Prepares, prioritizes, and audits payroll vouchers to be processed in the daily payroll run
- Budgets daily payroll, ensuring proper funds are available. downloads & runs payroll files 110's from agencies
- Research files and vouchers for any errors and notify agencies of any problems
- Releases and audits payroll vouchers against 114's
- Notifies agencies and assists them with resolving errors that require correction
- Completes two payroll cycles in a business day when household payroll is due for processing
- Closes daily payroll run
- Verifies and balances the payroll scheduled processing
- Releases the daily payroll to accounting reserving the appropriate funds in the Statewide Accounting Management System (SAMS)
- Verifies payrolls have the proper issue date, sets the work date and releases payrolls that passed in SAMS to warrant writing
- Balances post-payroll reports and verifies child support payments deducted from employee payroll were written
- Assists in the assignment and maintenance of deduction codes
- Maintains contact information for all agency payroll officers and distributes the updated information to specified units of the Comptroller's Office
- Maintains address and contact information for miscellaneous deductions codes (Credit unions, insurance companies, associations, etc.)
- Assists with the assignment of new deduction codes as needed and sends the institution the proper information
- Assists with the use of the EVR website
- Acts a s a backup for payroll staff who process lottery and/or retirement payments
- Downloading and running lottery and/or retirement files
- Reviews the vouchers for errors
- Audits and balances the voucher file reports to the hard copy vouchers, notifies the agency of any errors, releases the files for processing and balances all post-processing reports
- Sends Comptroller employee statistic information to U.S. Department of Labor each month and retrieves and provides statewide employee payroll data and statistics information as needed
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college with course work in business administration, accounting, statistics finance or economics.
- Requires two (2) years of professional experience in payroll, accounting, auditing, state government fiscal operations, budgetary control or any equivalent combination of the above training and experience may be acceptable.
Preferred Qualifications
- Prefers two (2) years of professional experience with responsibilities requiring application of payroll processes, fiscal policies, accounting principles, controls, operating procedures and reporting requirements utilized by, or similar in nature to the Office of Comptroller.
Knowledge, Skills, and Abilities
- Requires working knowledge of electronic data systems, the operation and use of a personal computer, and a variety of software.
- Requires ability to review detailed work including written or numerical data and make calculations rapidly and accurately.
- Requires extensive knowledge of laws, rules and regulations relating to Illinois state accounting and auditing procedures.
- Requires the ability to recognize potential problems, identify their causes, and assist with finding workable solutions.
- Requires ability to establish and maintain satisfactory working relationships with other employees, other state agencies, and the general public.
- Requires ability to analyze state accounting records and documents.
- Requires knowledge of office practices, procedures, and programs.
- Requires a high level of organization and attention to detail.
- Requires excellent written and verbal communication skills.
- Requires ability to follow oral and/or written instructions.
- Requires accurate data entry skills.
