Job Responsibilities
Accounting/Fiscal Manager I

The Department of Administration's Office of Administrative Services is seeking an Accounting/Fiscal Manager I to join our team. This position provides accounting and finance support in a timely manner to team members, management, and clients to ensure compliance with applicable laws, regulations, provisos, agreements, and agency specific policies and procedures. Additionally, they identify and implement efficiencies to ensure the accuracy and completeness of accounting records and financial reports by monitoring ledger activity, processing adjusting entries, and providing technical assistance in a centralized location for our internal and external clients. They research complex financial matters on behalf of our internal and external clients to provide them with information for strategic decision-making purposes. They also help to complete year-end financial reporting packages for our clients both internal and external. They will also serve the Asset Finance Team by processing asset creations and retirements, researching topics, and other duties as needed.

Responsibilities of the Accounting/Fiscal Manager I:
  • Assist clients with their Agreed Upon Procedures (AUP) and audit engagements by providing technical support and research assistance. Prepare the schedule of expenditures of federal awards and year-end reporting packages as needed. Provide guidance to clients needing to implement corrective actions to resolve findings.
  • Assist with the performance and monitoring of metrics to ensure the department is meeting goals and standards.
  • Prepare and process requested journal entries and cash transfers for our internal and external clients.
  • Assist with special projects that include, but are not limited to, agency mergers and separations, review of agency policies and procedures, and provide recommendations to management to ensure compliance with laws, regulations, provisos, and agreements and/or to implement efficiencies based on the employee's analyzation of agency specific financial and grant activities.
  • Assist with the preparation of amortization schedules for leases covered by GASB 87 (Leases) and GASB 96 (Subscription Based information Technology Arrangements - SISTA).
  • Research financial matters covering a diverse set of topics to provide guidance and expertise to management, team members, and clients for key decision-making purposes. Topics include, but are not limited to, general ledger transactions, assets, accounting best practices, history of laws and provisos, and grants accounting and compliance. Prepare and analyze financial reports to aid personnel in the decision-making process. Monitor the general ledger activity as well other financial activity of internal and external clients to ensure compliance with applicable laws, regulations, provisos, and agreements and to ensure the general ledger is complete and accurate.
  • Perform other duties as needed based on the needs of team members, our clients, and management.

Minimum and Additional Requirements
A bachelor's degree in accounting, business administration, finance, or a related field and at least two years of governmental finance experience as a professional level accountant, auditor, financial manager, or a related position. Extensive knowledge of the State's fiscal policies and procedures and accounting system.

Additional Requirements:
  • Must have knowledge of accounting, auditing, budgeting, and/or financial management principles, practices, and theories.
  • Must be proficient in Adobe Acrobat Pro, Microsoft Office particularly Word and Excel, and SAP systems particularly the South Carolina Enterprise Information System.
  • Must have the ability to research complex financial matters and analyze financial data to prepare reports and provide team members, management, and clients with information for decision making purposes.
  • The individual is expected to have strong communication and customer services skills to effectively communicate with team members, management, and clients in a clear and concise manner.
