Duties
Summary
The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.
Responsibilities
This position is located in the Training Services Bureau (TSB), Office of the Assistant Chief of Police for Standards and Training Operations, in the United States Capitol Police (USCP). Drafts memorandums, correspondence, and other tasks that facilitate the communication of organizational requirements. Analyzes established programs and performs program liaison duties to support long- and short-range administrative and strategic planning activities for the organization and the Department as it relates to Department-wide training needs. Researches and provides substantive information to organizational managers and Department contacts. Participates in planning activities.
Provides policy guidance and direction to managers andother officials to implement organization or program improvement initiatives.Develops and coordinates policies and procedures covering internal operationsfor the TSB. Formulates plans and provides advice on resolvingproblems. Drafts correspondence, recommendations, reports, and memorandumsrelated to management and administrative programs and issues. Provides adviceand guidance to managers and employees on questions and situations related tothe administrative services provided.
Prepares budget estimates, and identifies trendsindicating a deficit in future funds, initiates reprogramming, and reprogramsfunds between operating programs when authorized. Advises managers andofficials in determining appropriate costs, writing sole source justifications,and communicating with contractors. Prepares procurement documentation, asappropriate. Serves as the organization's liaison to the USCP Office ofAcquisition Management.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-10/GS-12 you must have one year (52 weeks) ofspecialized experience equivalent to at least the CP-09/GS-11 level that includes1) conducting detailed analyses of complex functions and work processes; 2)adapting analytical techniques and evaluation criteria to the measurement andimprovement of program effectiveness; and 3) understanding budgetprinciples and processes, including procedural requirements to develop, plan,and provide advice on projected budget.
