King County Department to Public Defense (DPD) seeks to fill one Career Service vacancy as an Administrator III for Travel and Training support in the Director's Office.

The Administrator for Travel and Training plays an integral support role in the department and contributes to the service of our clients. It is critically important that our department meet the training needs of our staff, communicate training offerings, and track and provide continuing education credits for attorneys, mitigations specialists and other professional staff. Training also includes organizing staff together for a one-time per year gathering - a significant logistical and administrative task.

The person in this position must provide project management support by pro-actively monitoring tasks, timelines, and communications-related resources for department and divisions; attorneys, paralegals, legal assistants, mitigation specialists, investigators, and other administrative staff. It is critical that the person in this position engage as a collaborative team member on various projects providing valuable administrative support.

This position will report to the Department Deputy Director.

Job Duties
ESSENTIAL JOB FUNCTIONS AND DUTIES include but are not limited to the following:
Training Administration
  • Plan, schedule, and communicate training events to DPD and applicable participants.
  • Assist with gathering, organizing, and prioritizing future training needs.
  • Make and track recommendations for training, collaborate with other agencies (public and private) and community groups.
  • Manage training space facilities, room tech, order food/ refreshments.
  • Create and distribute weekly training newsletter and other announcements.
  • Maintain travel budgets, track attendance, organize and maintain records, solicit feedback.
  • Track, request, and submit CLE credits to appropriate outside agencies.
  • Attend and oversee each training event.
  • Assist with ensuring access to training materials including but not limited to, facilitating remote attendance at trainings, recording trainings when appropriate, and posting training materials to the collaborative SharePoint site.
  • Take care of logistics of training including, but not limited to, registration, arranging transportation, setting up rooms, assuring rooms are left in the same condition after the training, ordering food and taking care of other needs of presenters.
  • Track employee training records within PeopleSoft and the LEARN platform.
  • Manage and maintain in-house training facilities and equipment. Lead meetings concerning logistics with division staff for large scale trainings.
  • Stay up to date on changes in policies for WSBA and NASW continuing education credits, monitor and maintain reporting records for compliance in case of audits.
  • Apply for continuing education credits for both attorneys and mitigation specialists and report attendance as needed to relevant agencies.
  • Assist with the design of training evaluations to optimize use and increase participation. Create surveys, summarize data collected and report to Director's Office staff.
  • Serve as the liaison with HR concerning on-boarding logistics including but not limited to, set-up and finalizing training agenda for the onboarding of cohorts.
  • Coordinate communication via multiple methods concerning details, application process and availability of in-house trainings.

Travel Management
  • Provides direct support to department and manages all aspects of travel; booking air and hotel, register for events, enter expenses and reimbursements.
  • Provides guidance and advice for KC travel policy and procedure, compliance, technical expertise, Concur, Oracle. Screens requests, maintain records, prepare and distribute travel packets, communicate with vendors.
  • Resolves discrepancies, reconciles charges, communicates with travel department, travel agency, and finance department.
  • Provides training and instruction on Concur and best practices.
  • Reviews Concur and travel-related operating procedures and policies for efficiency and effectiveness; recommends changes or improvements.

Annual Gathering
  • Lead the coordination of departmentwide event, research facility, vendors, presenters; collaborate on agenda, coordinate supplies and technical requirements.
  • Review contracts, negotiate pricing, budget, monitor expenditures; communicate and disseminate event information; attendee tracking, manage theme, design, dcor.
  • Review and submit request for CLE credits for each event.
  • Enter credits and distribute certificates after event.


Finance Responsibilities
  • Plan and budget for trainings and events, review contracts and fees for vendors, presenters, facilities, supplies, food and promotion materials, process expense and reimbursements in Concur and Oracle in a timely and accurate manner assuring compliance with King County procurement policies
  • Continuously aim for cost savings in travel management, event management, and training.
  • Handle payment details, reimbursement, and track disbursements around trainings.
  • Process reports in Oracle.

Other Functions:
  • May supervise other staff.
  • The Department reserves the right to assign additional duties in support of DPD's mission.

Experience, Qualifications, Knowledge, Skills
REQUIRED QUALIFICATIONS:
  • Bachelor's degree and two or more years of experience providing project management and/or program coordination, OR an equivalent combination of education and experience that clearly demonstrates the ability to perform the essential functions of the job.
  • Have a valid Washington State Driver's License or the ability to travel throughout the county in a timely manner.
  • Demonstrated clear and professional-level writing ability and skill in communicating verbally including interviewing, customer service and interpersonal skills.

KNOWLEDGE OF:

  • General office procedures, equipment and administration, bookkeeping principles and banking procedures.
  • Office software programs including word processing, spreadsheet, database and email.

ABILITY TO:
  • Use communications skills that foster positive rapport with individuals from diverse backgrounds and various organizational levels.
  • Maintain appropriate level of confidentiality relative to the job.
  • Lift and carry boxes, audio - visual equipment and other supplies is required. (Occasional lifting is required to load, transport and unload boxes of training materials and projection equipment for presentations at worksites throughout the county.)
  • Use office productivity tools such as Microsoft Office 365 (Excel, Word, and Outlook) document management, and Internet search engines, cameras, video equipment, and other relevant technology.
  • Collaborate and work effectively in a team-oriented environment.
  • Demonstrate organizational and time-management skills to proficiently prioritize tasks and meet deadlines within a dynamic and highly fast-paced environment.
  • Have regular, reliable and predictable attendance to support timeliness and follow-through on work items.
  • Travel to assigned locations as needed.

Work Schedule and Location
DPD employees enjoy a flexible, hybrid in-office/telecommute workplace structure, and this role should expect to work both in the office and remotely. Onsite reporting requirements are determined by the departments operational needs and may be adjusted accordingly.

DPD maintains physical offices in the following locations:
  • Dexter Horton Building, 710 Second Avenue, Seattle
  • Jefferson Street Building, 1401 East Jefferson, Seattle
  • Meeker Street Building, 420 West Harrison Street, Kent

Rotations of work location and and/or workflow are an essential function and can occur based on business need. This position will be located in our Dexter Horton Building.

The typical workweek is 40 hours per week, Monday through Friday, 8:00 a.m. to 5:00 p.m. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime.
