Hours: 40 hours per week, non-exempt position
Starting Wage Range: $42.13 - $47.88; wage dependent on relevant education, experience, and qualifications

Job Mission
The Adolescent Shelter Services Manager III is responsible for creating, implementing, and supervising the provision of non-clinical services for 13- to 17-year-olds in the PAD service. The Manager III will engage with stakeholders across all areas of the community and organization to collaboratively bring opportunities for holistic healing and development to minor youth. While this role requires a licensed independent clinician to meet regulatory supervision requirements, it is a non-clinical position that focuses on program management and case management oversight rather than direct therapeutic services.

Case Management Supervision
Provide oversight and supervision of case management services to ensure compliance with state regulations.
Offer guidance to case managers on best practices for assessments, service planning, and referrals.
Review and approve case management documentation to ensure accuracy and adherence to policies.
Support case managers in crisis intervention and de-escalation strategies as needed.
Micro responsibilities
Collaborate with the Senior Director of Community Action to develop strategies for growing and sustaining effective services, ensuring continuity across all agency services.
Continually evaluate and enhance the equity of service delivery and support to all youth with an express focus on BIPOC and LGBTQ+ youth.
Ensure implementation of core principles and evidence-based practices including, but not limited to: Positive Youth Development, Trauma Informed Care, Healing Centered Engagement, Motivational Interviewing, Harm Reduction and Youth Mental Health First Aid.
Assist in coordinating and consulting with clinical staff to implement behavioral interventions, as necessary, according to Washington State Law and NWYS' policies and procedures.
Serve as an expert consultant for the interpretation and application of relevant RCWs, WACs, regulations, and agency policies and procedures.
Coordinate safety planning with youth and crisis response of youth as necessary with appropriate staff and partner agencies.
Meso: Agency Responsibilities
Collaborate with leadership team in creating policies and procedures that assist staff members address adolescent youth needs that are in accordance with the RCWs and WACs of Washington State, including building a PAD manual.
Ensure service areas meet contractual requirements and outcomes.
Collaboration with multiple pillars in to ensure on-time delivery of required reports.
Assist in recruiting, hiring, orienting, training, and transitioning out staff and volunteers; Coordinate support for program staff and duty coverage, as needed.
Assist in the production of grant applications.
Keep accurate, complete, and timely records according to agency policies and procedures.
Ensure that services and facilities are in full compliance with all federal, state, and local regulations and laws.
Ensure service delivery is in accordance with all budget requirements.
Regularly communicate with supervisor and identify issues and concerns related to program, staff, and youth.
Supervise the Adolescent Shelter Services Assistant Manager, provide coaching and support in their job duties.
Provide regular and consistent weekly supervision to direct reports and accurately document relevant information according to organizational standards.
Adhere to organizational policies and procedures, RCW's, WAC's, and other applicable external regulations.
Adhere to WAC duties for the administrative role including:
o Managing financial, administrative, and service operations of the facility
o Be available by telephone during regularly scheduled business hours of the facility and in-person as needed
o Ensure that the program complies with all relevant and applicable laws, specifically chapter 74.15 RCW, and the licensing rules in this chapter
o Communicate to DCYF the roles, expectations, and purposes of the program;
o Assume responsibility for health, safety, and well-being of children in the care of the facility
Work with representatives of other agencies
Assist the agency with opening a second PAD shelter.
Develop positive relations with contract monitors and other program auditors.
Complete professional training and development each year as required by the agency or funders; and
Other duties as assigned.
Macro: Community Responsibilities
Lead relevant efforts and conduct outreach activities to develop and maintain community partnerships.
Speak to community groups to explain and interpret agency purposes, programs, and policies.
Collaborate with the Development pillar to increase visibility through fundraising, community relations, and marketing.
Represent PAD service at public speaking engagements, community panels, and other events designed to increase awareness of and investment in NWYS PAD services in the community.
Attend all organizational and relevant community meetings including monthly Strategic Leadership meetings; and
Other duties as assigned.

Minimum Qualifications
Must hold a master's degree in social work, counseling, psychology, or a related field.
Must be a Licensed Independent Clinician (e.g., LCSW, LICSW, LMHC, LPC, LMFT)
Must be able to meet state regulations for supervising case management services in a non-clinical setting.
Two years experience with youth or young adult group facilitation.
Two years supervisory experience
Experience with administrative oversight
Experience with program and fiscal management
Success integrating principles of equity and diversity into program policies and culture;
Demonstrated experience working with high risk youth;
Demonstrated experience working with people who are experiencing homelessness;
Demonstrated experience working under and reporting to grants;

Proficient with Word, Excel, and general office machines;
Must be 21 years of age or older;
Proof of Washington State Driver's License, driving record, and auto insurance;
Requires background checks.
Required within first 30 days of employment:
CPR/First Aid/Bloodborne pathogens certifications required;
Food Handler's Permit required;
Must have a negative TB test; and
Full understanding of the CPS reporting requirements.
