GENERAL DESCRIPTION:
Are you ready to lead the way in one of the most dynamic aviation roles in Wyoming as the Aeronautics Administrator for the Wyoming Department of Transportation (WYDOT)?
Based in Cheyenne, WY, the Aeronautics Administrator position is perfect for a forward-thinking individual with a diverse background and passion for public service, public policy, innovation, and results. As the Aeronautics Administrator, you'll provide leadership to the flight operations group, engineering and planning groups that work on airport capital improvement projects at Wyoming's commercial and general aviation airports, commercial air service development within the state, and unmanned aircraft oversight within the department.
The Aeronautics Administrator works with both the Wyoming Transportation and the Wyoming Aeronautics Commissions and is a key member of the WYDOT executive team ensuring we achieve our ambitious mission, vision and strategic goals.
This position is an At-Will position.

ESSENTIAL FUNCTIONS:

- As a member of the executive team provides input and direction for all activities across the department and manages cross-functional initiatives with other executive team members.
- Leads and supports strategic initiatives in support of the agency's mission, vision and values through active participation in local government, state and federal legislative efforts.
- Prepares for, attends, answers questions, provides testimony to, and works with legislative committees regarding existing and proposed legislation.
- At a strategic level, reviews plans and proposals regarding aviation matters that are aimed to enhance the design, construction and operation of the state's airports.
- Responsible for personnel actions including staffing levels, resources, work performance, succession planning, disciplinary processes and grievance proceedings.
- Formulates and approves divisional and departmental policies that promote the strategic use of state-owned aircraft and carries out special studies at the direction of the Director.
- Collaborates with all levels of the department, other state agencies, federal agencies (USDOT, FAA TSA, etc.), public officials, and private corporations to coordinate activities, answer questions, resolve issues, and ensure that all functions and processes are performed according to policy and procedure.
- Attends monthly commission meetings to report on the progress and activities of the division.
- Represents the department at regional and national meetings.
Qualifications
PREFERENCES:
Preference may be given to candidates with a bachelor's degree in Aviation Planning, Aviation Management, Aviation Business Administration, Public Administration or Management, Political Science or Civil Engineering with 4-6 years of progressive work experience as a manager or administrator of a major administrative unit in a governmental or private organization.
KNOWLEDGE:
- Knowledge of policies, laws and principles governing aviation as a whole.
- Skill in project management and establishing internal and external partnerships.
- Ability to recruit, lead and motivate high performance teams
- Ability to collaborate and communicate with all levels of staff
- Ability to view the "larger picture" and balance the needs and desires of each division with the overall goals and objectives of the Department
- Strong written, verbal and public speaking communication skills

- Current WYDOT employees may be eligible for the Relocation Assistance and Employee Moving Expense Plan for this position.

- Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
- One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
- Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
- Employees would only be eligible for one (1) hiring bonus in a 12-month period.If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
