What We Do:
This position is in the Colorado Department of Revenue, Firearms Dealer Division (FDD). This work unit exists to fulfill statutory responsibility to administer and enforce the Colorado's laws and regulations related to firearms dealers in a consistent and common sense manner. To serve and protect the Colorado public and to foster a safe and compliant industry within the state for those who participate in the business of dealing in firearms.
A typical day as a Criminal Investigator for the Firearms Dealer Division:
The position is in charge of the daily operations of the enforcement unit within the Firearms Dealer Division. The position provides direction and responds to questions from the supervisors and investigators, addressing problem areas on a daily basis. Staffing priorities are based on levels of work, and provides guidance to investigators in investigations, arrests, and charging situations. The Agent-In-Charge determines which sources of information are useful for conducting a criminal and administrative investigation and determines which records, individuals, and agencies can best assist him/her in the conduct of an investigation, and the most efficient way of using the time and resources available to arrive at an expedient conclusion.
As a certified Peace Officer, (P.O.S.T.), this position exists to fulfill the statutory responsibility to administer and enforce Colorado's Firearms Dealer laws in a consistent and common-sense manner. This position exists to serve and protect the Colorado public and to foster a safe and compliant industry within the state for those who participate in the business of dealing in firearms. This role administers and enforces Colorado Firearms dealer regulations on behalf of the Executive Director of the Department of Revenue. It also serves as the lead agency for enforcing state statutes related to firearm sales to the public.
Primary Duties:

Supervision & Management
  • Provides second level supervision to assigned subordinates, using laws, regulations, policies, procedures, to monitor subordinate activities.
  • Assesses the need for law enforcement and public training throughout the state, and assigns requests for training to the appropriate field office.
  • Effectively manages case outcomes and investigator workloads
  • The position serves as a point of contact for stakeholders and the public bringing up issues with on-going investigations and/or investigative staff.

Administrative
  • This position writes and evaluates policies and procedures for the Firearms Dealer Enforcement section including, but not limited to, conducting business inspections, use and maintenance of equipment and vehicles, conducting criminal and administrative investigations, training, and community relations.
  • Analyzes complex statistical data related to Firearms Dealer Division enforcement programs.
  • Assesses the need for training throughout the state, and assigns requests for training to the appropriate personnel.
  • Oversees, conducts, monitors, and evaluates criminal and administrative investigations of the enforcement teams
Training and Ongoing Professional Development
  • Provides training and presentations to investigators, supervisors, stakeholders, and outside law enforcement agencies, as well as the public.
  • Must maintain proficiency in the use of firearms and defensive tactics
  • Works with businesses in the industry to prevent issues and advises owners and operators on how to resolve problems in their establishments.

Enforcement
  • This position oversees, plans, and evaluates criminal and administrative investigations while working with investigators.
  • The position educates the public, industry personnel, and others as to the Division's role in conducting firearms enforcement in the State of Colorado.
  • Takes complaints, plans, and conducts investigation of alleged violations of Colorado Revised Statues or regulations.

MINIMUM QUALIFICATIONS:

Must meet the following or any combination of experience/education to meet the minimum (MQ) qualifications:
Experience:

Eleven 11 years of full-time professional investigative experience in a regulatory environment, two (2) of which must have been at the level of a work leader, staff authority, unit supervisor, or equivalent.

AND

*Current valid COLORADO P.O.S.T Certification
OR
Education/Experience

Bachelor's degree in accounting, business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology or a closely related field as determined by the Department.
AND
7 years of full-time professional investigative experience in a regulatory environment.

AND

*Current valid COLORADO P.O.S.T Certification
Substitutions

Criminal Investigative experience in a field appropriate to the position may be substituted for the degree requirement only on a year-for-year basis.
Necessary Special Requirements:
  • Applicants must possess a valid driver's license
  • P.O.S.T. Certification is required (active and valid at the time of application in Colorado)

Necessary Qualifications:
  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Firearms Dealer Division.
  • Must possess and maintain a valid Colorado driver's license (at the time of application).
  • Must be able to pass a pre-employment background check.
  • Must pass a pre-employment Physical and Psychological evaluation.
  • Applicants must be willing to work nights, rotating shifts, weekends, holidays, and maintain on-call status while off-duty for emergency and supervisory response.
  • Maintains proficiency and qualification with firearms and other defensive equipment assigned and as required by Colorado P.O.S.T.
  • Attends all DOR compliance training modules.
  • Certify and maintain certification in arrest control techniques.
  • Applicants must be willing and able to perform heavy lifting, carrying, or otherwise moving objects, occasionally up to 100 pounds


Preferred Qualifications:

The ideal candidate will possess the following skills:
  • Knowledge of Colorado rules and regulation related to Firearms & Dealer.
  • Demonstrated experience in communication and interpersonal, oral, and written communication skills.
  • Experience supervising administrative investigations in a regulated environment.
  • Problem solving and troubleshooting skills.
  • Demonstrate the ability to plan and organize.
  • Ability to complete reports in a thorough, accurate and concise manner.
  • Experience with rule making processes.
  • Experience supervising administrative investigations in a regulated environment.
