Over 52 million passengers traveled through Phoenix Sky Harbor International Airport (PHX) in 2024, one of the busiest airports in the country in the nation's 5th largest city. Phoenix Sky Harbor is the commercial air service airport and the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is managed and operated by the City of Phoenix Aviation Department. Phoenix Sky Harbor is served by 25 airlines with nonstop air service to over 140 destinations, including 25 international markets and has an annual economic impact of $44.3 billion.

The mission of the Phoenix Airport System is to welcome the world to Phoenix through ambitious, sustainable airports that everyone loves. The PHX Air Service Development and Marketing program plays a direct role in achieving this mission by supporting existing air service, strategically growing new air service both domestically and internationally, and increasing options to promote economic and accessible air service to meet the needs of our community now and in the future. The Air Service Development and Marketing program also oversees and manages the air service marketing incentive program of approximately annual funding of $5 million.

The City of Phoenix Aviation Department is seeking an experienced, innovative, dynamic, results-oriented professional to serve as Air Service Development Manager in the Air Service Development and Marketing section. This position will assist the Air Service Development and Marketing Administrator in executing air service strategic objectives and key initiatives and managing the air service marketing incentive program. This position works under the direction and supervision of the Air Service Development and Marketing Administrator requiring independent judgment, discretion, initiative and supervisory ability. The ideal candidate combines proven marketing expertise with a passion for aviation, using economic analysis to retain and expand air service programs and drive stakeholder engagement.

Key job duties include and are not limited to:
  • Manages overall air service incentive marketing program for the PHX Sky Harbor Airport including managing the incentive budget, airline reimbursement payment processes, and contract compliance to ensure consistency with PHX Air Service Incentive Plan.
  • Develops and manages the airport air service marketing initiatives for PHX Sky Harbor including coordinating with Aviation Public Relations division and media consultants to develop promotional activities, content creation for social media channels and marketing materials consistent with marketing strategies.
  • Develops and maintains contacts and close working relationships with airlines, aviation organizations, local businesses, economic development organizations, and Chambers of Commerce.
  • Manages the work of professional, technical and/or other staff as assigned to ensures that assigned work activities comply with Aviation Department strategic plan goals and objectives.
  • Conducts comprehensive research and analysis regarding passenger demand, industry trends, state and regional developments, airline strategy and new market opportunities.
  • Collaborates with air service consultant to perform air service route analysis and to identify potential gaps in air service and strategically leverages opportunities for expanding routes.
  • Formulates innovative marketing strategies and presentations to retain and attract passenger and cargo services.
  • Crafts and delivers precise, impactful, and professional air service presentations.
  • Represents the Aviation Department to outside agencies involved in economic development business recruitment requiring air service analysis to support current air service and promote new service.
  • Assists in the implementation of long-term and short-term air service development plans.
  • Assists the Air Service Development Administrator in the community stakeholder outreach and education of key target audiences to influence air service growth.
  • Attends local, state, national, and international target industry trade shows and conferences as PHX air service representative.
  • Works more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours and holidays as required.
This is a professional supervisory position requiring independent judgment, initiative, discretion, and excellent interpersonal skills with the ability to maintain professionalism and diplomacy at all times. This position may supervise professional consultants and staff as assigned. This position occasionally travels domestically and as necessary internationally to meet with airline network planning departments.

  • Knowledge of principles and practices of aviation market research, trade analysis, airline network planning and federal regulations on air service.
  • Strong organizational skills to manage complex, diverse responsibilities and competing priorities in a dynamic, fast-paced work environment with minimal supervision.
  • Keen attention to detail with the ability to effectively focus on multiple projects and priorities with a calm, focused and flexible attitude and embracing change.
  • Willing and able to travel as necessary both domestically and internationally.

SALARY

Pay Range: $80,454.40 to $113,193.60 annually.

Hiring Range: $80,454.40 to $102,668.80 annually.

MINIMUM QUALIFICATIONS

  • Four years of management experience in developing and implementing marketing programs within the aviation, travel, or tourism industries aimed primarily at large domestic or international markets.
  • Bachelor's degree in public relations, journalism, marketing, or a related field.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Three years of professional experience in marketing, airline revenue development, or business development for a tourism or economic development entity such as an airport or destination marketing organization.
  • Supervisory or managerial capacity experience.
  • Experience with preparing and managing program budgets.
  • Experience utilizing a Customer Relationship Management (CRM) system.
  • Experience creating and delivering presentations to senior-level management.
  • Experience with managing marketing campaigns and marketing collateral development.
  • Experience working with elected officials and/or organization's senior management/executive staff.
  • Experience with managing program compliance and auditing as well as contract writing and execution.
  • Experience with creating internal reports and analyses to assist with decision-making at all levels of the organization.
  • Experience in data analytics and aviation market research utilizing data sources such as U.S. DOT, FAA, OAG, IATA to determine new opportunities.
  • Experience working with business and economic development organizations, travel/tourism and hospitality organizations to compile economic and tourism activity.
  • A Master's degree in airport/aviation management, business administration, marketing, economics, tourism/hospitality, or a related field.
  • Advanced Aviation Training Certification / Accreditation / and any other travel/tourism industry credentials, highly desirable.
  • Aviation industry credentials such as Airport Certified Employee (ACE), Certified Member (CM), Accredited Airport Executive (AAE), U.S. Airport Professional Program (USAP), and any other travel/tourism industry credentials.
