General Description and Classification Standards

Serves as an executive for the Airport. Assists the Airport General Manager and Airport Executive Deputy General Manager in planning and directing the operations of the Department of Aviation to ensure it meets the expectations of the tenants and users of the Hartsfield-Jackson Atlanta International Airport. This role ensures the airport maintains the highest standards of safety, efficiency, operational excellence, and regulatory adherence, while promoting a proactive and resilient environment that supports the airport's mission and long-term strategic goals. Duties include but are not limited to: assisting in the management of department managers and directors; communicating goals and strategies; ensuring that the goals of the airport and city are met; policy development, implementation and interpretation; and processing associated paperwork. Helps to establish operating policies; builds relationships across department and City organizations; helps to develop and manage organizational budget. Provides assistance in planning for the long-term talent needs of the organization.

Supervision Received

Direction received is very general and focuses on strategic objectives and is typically collaborative in nature. This is a policy-making level of management and is considered executive leadership.

Responsibilities

Essential Duties and Responsibilities

Provides executive leadership and oversight of airport operations, regulatory compliance, public safety and security, emergency management, and facilities maintenance to ensure safe, efficient, and uninterrupted airport operation.
Organizes and develops airport strategic planning process for senior leadership.
Prepares budget forecasts, analyzes operating expenses and investigate variances.
Coordinates and directs expense reduction exercises.
Prepares and presents annual operating and capital budget; administers and monitors expenditures to ensure compliance with approved budget.
Reviews and approves divisional budget; sets priorities; reduces and revises where necessary.
Directs Airport Public Safety team and emergency exercise design, contingency planning, emergency response, and crisis management.
Develops and implements real-time performance metrics in support of annual business plan initiatives.
Establishes and fosters functional relationships with airlines and federal agencies on matters pertaining to public safety, customer service, and terminal operations.
Assists Airport General Manager and Airport Executive Deputy General Manager in the management of airport operations while fostering safe and secure operational conditions.
Devises and executes community outreach programs aimed at promoting airport awareness and securing community and stakeholder support.
Consults with government officials and airline representatives to discuss and plan matters such as development of airport facilities; formulation of operating rules, regulations, and procedures; and aircraft landing, taxiing, and takeoff patterns for various types of aircraft.
Ensures that the airport and airfield are in compliance with FAA Part 139, TSR 1542 and other governmental agencies' laws and regulations.
Collaborates on an aviation security plan with regulatory agencies.
Prepares labor-force plan that prescribes the strategy for recruiting and training.
Secures public support for airport initiatives by providing briefings to elected officials, leaders of business and industry, and the general public.
Applies sound diplomatic and problem-solving techniques to resolve conflict; assigns priorities and delivers projects on-time and under budget.
Develops and implements global route development efforts to increase corporate, airline, and freight forwarder awareness of airport logistical advantages.
Assists the Airport General Manager and Airport Executive Deputy General Manager in establishing organization strategy and policy within required legislative or executive limitations and in the modification of the organization to achieve objectives.
Provides direction to assigned professional staff performing analytical or project management tasks in support of airport operations and assists in providing guidance to assigned department managers and directors.
Provides executive level strategic leadership, sets organizational direction and expectations, and nurtures organizational culture to ensure the Airport meets current and future operational and capital needs.
Forges and strengthens collaboration with federal agencies, national airline stakeholders, global airlines, and government agencies to continue to strengthen Atlanta passenger and cargo connections globally.
Strengthens relationships with surrounding communities to inform and educate on economic opportunities and social awareness created by the airport.
Ensures all applicable environmental regulations are strictly adhered to.
May perform other duties as assigned.

Qualifications

Minimum Qualifications:

Education and Experience

Bachelor's Degree in Aviation Management, Business, Engineering, or other pertinent discipline (Equivalent professional experience may be considered for substitution for the required degree) and ten (10) years of experience in professional leadership roles in multiple areas of airport operations and management.

Licensures and Certifications

Industry certifications such as AAAE Certified Member (CM), ACE, AAE, IAP, or other relevant certifications preferred.

Preferred Requirements

Master's Degree in above disciplines, plus twelve (12) to fifteen (15) years of leadership experience in a major airport or other large-scale, high-complexity operational environment (e.g., hospitals, seaports, or transportation hubs).
