Over 52 million passengers traveled through Phoenix Sky Harbor International Airport in 2024, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact over $44 billion annually.
The Aviation Department has a vacancy for an Airspace and Noise Planner II position. This position is responsible for monitoring and reporting noise levels around the City's three airports to ensure they comply with FAA regulations and minimize the impact on surrounding communities. They track and report on noise readings, flight track, and complaint data, investigate constituent complaints and discuss concerns with community members, and oversee compliance with noise abatement procedures to reduce disturbances caused by aircraft operations.
Additionally, the Planner II may work with various stakeholder groups to develop noise mitigation strategies and maintain compliance with local and national noise standards. This position is responsible for drafting monthly and annual reports detailing airport operations, noise levels, noise mitigation procedure compliance, and community complaints.

SALARY
Pay Range: $76,627 to $118,872 annually.
Hiring Range: $76,627 to $107,806 annually.

IDEAL CANDIDATE
- Desire to learn about and implement noise exposure monitoring and mapping.
- Knowledge of FAA rules and regulations related to airspace and noise management.
- Knowledge of data analysis to identify trends in noise levels, flight paths, and airspace utilization.
- Comfortable presenting findings, conducting public meetings, and engaging with stakeholders.
- Strong communication skills for serving as the primary contact for residents and stakeholders on aviation noise issues.
- Familiarity with or ability to learn systems for Noise and Operations Management Software (NOMS), GIS, Google Earth, and other analysis tools.
- Familiarity with Google Earth and geographic information systems (GIS), or a strong willingness to quickly develop proficiency in these tools to support data-driven decision-making.
- Eagerness to learn about airspace, aircraft operations, aircraft noise software, FAA rules and regulations, and their impact on communities, with a focus on growing expertise in these areas.
- Ability to effectively convey complex technical information in simple, understandable terms to diverse audiences, including the public, government agencies, and industry professionals.
- Ability to gather, analyze, and interpret data from various sources, using it to identify patterns and recommend actionable insights for noise mitigation and airspace management.
SALARY
Pay Range: $76,627 to $118,872 annually.
Hiring Range: $76,627 to $107,806 annually.

MINIMUM QUALIFICATIONS
- Two years of experience in the field of urban planning.
- Bachelor's degree in city or urban planning, landscape architecture, engineering, architecture, political science, a related field, or a field related the specialty area.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Experience researching public inquiries, complaints, and concerns.
- Experience working with large hub and general aviation airports.
- Experience organizing and attending public meetings, addressing noise concerns, and providing information.
- Experience preparing reports and presentations, including data visualizations and maps for internal and external audiences.
