Job Description
PROCUREMENT OFFICER

The Alaska Permanent Fund Corporation (APFC) is recruiting for a Procurement Officer to perform and manage procurements. The position reports to the Director of Administrative Operations and is the sole procurement position for the Corporation. ??

We are looking for candidates who thrive working in a fast-paced environment, are confident in their knowledge of understanding State Procurement Code and can quickly learn APFC procurement exemptions, regulations, policies and procedures to head this critical function.

Successful candidates must be confident and credible guiding the Executive Team, Investment Directors, and other professional level staff as they rely on this position to manage and execute the procurements necessary to conduct business.?

PRINCIPAL RESPONSIBILITIES

This position requires an aptitude to provide strategic consultations to program managers and administrators and ensure comprehensive support throughout all stages of the procurement process.
  • Proactive engagement and collaboration with APFC staff and continual procurement education to ensure proper identification and implementation of best procurement methods.
  • Conduct formal and informal procurement for services, commodities, supplies, and equipment as well as contract amendments.
  • Prepare written determinations and requests for alternate procurements for significant purchases such as investment-related virtual data and analytic tools.
  • Utilize State of Alaska Statewide Contracts and National Contracts to procure needed products/services.
  • Process purchase requests and purchase orders. Review, process, and monitor the receipt of ordered goods and services.
  • Independently develop or facilitate the development of procurement specifications, contract terms and conditions, pricing and invitations for bid solicitation documents, requests for proposals, leases, and contracts.
  • Issue routine, medium complexity bids and proposals, including evaluating responses, tabulating results, preparing abstracts - noting discrepancies, and sending information to bidders.
  • Conduct complex solicitations with the assistance of APFC subject matter experts.
  • Coordinate the annual physical inventory and audits reports and manages the process for incoming and outgoing property, following the State of Alaska Property regulatory requirements for property management.
  • Lead internal procurement meetings as a team member to provide direction and guidance regarding purchasing strategies. Provide direction on recommended strategy.
  • Maintain required procurement documentation and filing system.
  • Maintain the required procurement certifications and continuing education.
  • Maintain a contract and purchasing log of all active procurements.
  • Prepare annual reporting requirements for OPPM and agency leadership.
  • Establish annual contract payment budgets in the accounting system, track contract payment histories, and track and modify services as needed.
  • Procure, support, and secure all corporate technology and physical properties.

Admin Team Backup Functions
  • Provide backup to administrative functions (travel booking, onboarding, credit card reconciliation, assisting with records retention, ordering office supplies, etc.)
  • Assist support staff in processing records according to the records retention schedule

REQUIRED QUALIFICATIONS
  • Three years of professional procurement experience in government or in a large corporate organization.
  • Ability to obtain State of Alaska Procurement Officer Certificate Levels I, II & III within 90 days of hire.
  • Combination of education and work experience may meet the minimum qualification.
  • Technical proficiency using entire MS Office Suite

DESIRED QUALIFICATIONS
  • State of Alaska Procurement Officer Certificate I, II & III
  • Experience working with program experts to develop solicitations, product specifications, or scope of work for professional services. (This experience is equivalent to the State of Alaska Procurement Specialist III/IV or Contracting Officer III)
  • Bachelor's Degree from an accredited college in Business Administration, Public Administration or related field
