Application Lifecycle Management Lead
The Department of Administration's Division of Enterprise Applications is seeking an Application Lifecycle Management (ALM) Lead to join our team. We are in growth mode, and it is an exciting time to be a contributing member to SC Enterprise Information System (SCEIS)! SCEIS is the backbone of our business processes and ultimately empowers decision makers to improve government for the citizens. If you enjoy working at the intersection of people, process, and technology, and motivated by a fast paced, multi-tasked and transforming environment, then this position could be for you! In this role, with your hands on development and change management experience, you will lead and organize cross-functional teams as a coach, a facilitator, and an agent of change.
You will provide technical, operational, and administrative direction in the management of the application life cycle. As ALM Lead, you will be responsible for facilitating and managing the portfolio of changes and collaborating with teams on all product development application. Responsibilities of the Application Lifecycle Management Lead:
- Provide technical and administrative direction in the management of the application life cycle.
- Facilitate and manage the entire portfolio of changes and collaborate with teams on all application development activities.
- Schedule and facilitate change management meetings, such as Agile Scrum Sprint Planning, Daily Standup, Sprint Review, Sprint Retrospective and Backlog Refinement meetings, working sessions and conference calls.
- Directly oversee the change management and quality assurance functions
- Develop standards, identify and optimization inefficiencies as well as streamlining knowledge and documentation management.
- Identify, organize, and track development objects.
- Review all technical development requests, map to technical and business process hierarchy, and evaluate for forward compatibility and per enterprise road.
- Oversee the release planning and management activities.
- Facilitate and monitor the planning stages, including change intake, prioritization, classification, and assignment of changes throughout the application development lifecycle.
- Collaborate and coordinate cross-functionally with service owners, functional and technical team members, service management and change management teams, on new requests for changes and integrate requirements, solution reviews and documentation.
- Work with the service owners, program and project management teams to ensure decomposition of work items on changes for releases and before authorization.
- Oversee change control board and facilitate the authorization of changes for release and throughout key quality gates
- Serve as key point of contact for leadership on process orchestration and improvement.
- Supervise staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coach, counsel, and train employees. Establish and monitor work processes.
- Implement management policies and initiatives and promote teamwork.
Minimum and Additional Requirements
- A bachelor's degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may substitute for the bachelor's degree on a year-for-year basis.
- Previous experience managing a team of analysts, or functioning as a lead role in the facilitation, orchestration and compliance of the application lifecycle within a complex integrated multi-product and system enterprise environment.
- Prior experience with large ERP processes and systems.
Additional Requirements:
- Knowledge of the principles and techniques of IT change and release management, technical product development and the software development life cycle,
- Resource and project management, and management of associated operational and/or project tasks in an IT environment.
- Ability to coordinate and facilitate cross functional/domain product and technical development, system administration/operations, and compliance/QC staff in order to maintain a cohesive application life cycle.
- Experience with major migrations and system implementations.
- Experience with both waterfall and agile development operations.
- Ability to establish and maintain working relationships with all levels of the organization including vendors.
- Skilled in identifying and optimizing inefficiencies with modern and standardized tools and methods.
