Introduction
The Division of Housing (DOH) in the Dept. of Local Affairs (DOLA) is working with the Governor's Office of Information Technology (OIT) to implement a SalesForce solution to a new program to register mobile home parks and to accept, review and resolve complaints from mobile home owners in the parks.
Project
Legislation (HB19-1309) passed during the 2019 session created a registration process for mobile home parks and a complaint process for owners of mobile homes within those parks. The bill requires mobile home park to register by February 1, 2020, and pay for the registration based on the number of lots rented to mobile home owners. The second part is a complaints portal to go live on May 1, 2020, that allows owners of the mobile home renting space or the mobile home parks themselves to file a complaint. Lastly, both parts require public access to registration and complaint information identified in the bill; additional items may be added through rulemaking.
The project will be managed using agile techniques with a small team being responsible for the work. This will include working from a product backlog of user stories and will include daily standup meetings to track status and activity along with regular demos and, potentially, deployments at the end of each sprint. The application will be built in SalesForce as an extension to an existing system used by the Division.
Qualifications
The mid-level developers chosen for this four month contract will:
Review, analyze, and modify programming systems including encoding, testing, debugging and installing to support DOH's application systems using existing frameworks and support tools. All work will be conducted under the guidance of the project's lead developer.
We require a bachelor's degree in the area of specialty and at least five (5) years experience in the field or in a related area. The candidate must be familiar with a variety of the field's concepts, practices, and procedures. This position relies on extensive experience and judgment to plan and accomplish goals.
We require at least five years of experience with SalesForce. The application will be built using the Lightning Experience UI. The candidate's experience must include Workflows, Process Builder, Flows, including all of the point-and-click type development tools. The candidate must have a working relationship with Apex and be able to troubleshoot code and model existing code to build functionality. Some experience dealing with Salesforce Communities and external connections is a plus.
The candidate must also be able to communicate clearly in English with both business subject matter experts and technical staff. Communication may be oral or in writing.
Work will be conducted on site at 1313 Sherman Street, Denver, Colorado. This is the main site for DOLA. We expect that there will be minimal opportunities to work from home.

* Provides state and federal funding to private housing developers, housing authorities, and local governments to increase the inventory of affordable housing.
* Offers Housing Choice Voucher rental assistance statewide through local housing authorities and non-profit service organizations.
* Certifies all factory/manufactured structures built in or shipped to Colorado, and approves multifamily construction in counties with no construction codes.
