Description
This position performs highly complex and responsible appraisal, assessment, and technical systems analysis, competently and in a manner that is impartial and objective. Duties include the analysis of descriptive data to determine the classification and value of real property for assessment purposes. Under the supervision of the Senior Analyst or Analyst II this position also provides training and support in the Douglas County Assessor's Office and is responsible for maintaining and reporting accurate data in the Assessor's Office.

SUPERVISION RECEIVED: Under general and/or direct supervision, the employee receives assignments and is expected to carry them through to completion with substantial independence. Work is reviewed for adherence to instruction, accuracy, completeness, and conformance to standard practice or precedent.
SUPERVISORY RESPONSIBILITIES: This position does not supervise staff but does provide training to employees in the Assessor's Office and may be called upon to provide information used for performance reviews in other workgroups.
INDEPENDENT JUDGMENT: Apply independent judgment to tasks based on knowledge, training, and experience. Consequence of error may result in flawed decision making by Douglas County Government, Local Government entities, and private sector entities, based on information provided by the Assessor's Office. Additional consequences include non-compliance with State reporting requirements, non-compliance with State Statute, an inaccurate database, incorrect assessment values resulting in loss of revenue to the county and other taxing entities, added expense in the event of a state ordered reappraisal, and public dissatisfaction.

- Constantly assess CAMA database, actively searches for inconsistencies and generates clean-up reports for use in quality assurance/quality control activities. Works closely with software providers, Analyst II and/or Senior Analyst and other Assessor departments to ensure the integrity of Assessor data.
- Assist the Analyst team in the preparation of assessment data and reporting for all statutory and regulatory reporting requirements including Personal Property Declarations, Real and Personal Property Notices of Value, Real and Personal Property Notices of Determination, State Abstract of Assessment,
- Certification and Re-Certification of Values to the taxing entities, all annual State Audit downloads, Senior and Disabled Veteran Exemption reporting, Tax Warrant preparation and others as assigned.
- Completes the Mass Appraisal valuation of real property using Multiple Regression Analysis and other statistical procedures. Facilitates the sales confirmation process, ensuring an accurate and complete sales database for all real property.
- Assists the Analyst team in the analyzing mass appraisal performance by various stratums to ensure statutory compliance of real property valuation using data management and statistical software. Ensures the Assessor remains compliant with the annual audit in all statistical measures. Assists with sales data and all other reporting to Auditor, data analysis, reporting, and other support duties as needed.
- Monitors existing computer appraisal applications and develops recommendations for modifications regarding cost, efficiency, and effectiveness. Troubleshoots, tests and documents Assessor specific systems. Assist the Analyst II and/or Senior Analyst in development of internal software applications in response to department needs.
- Assists the Land Appraisal team in their mass appraisal efforts by providing assistance and/or guidance in sales time trending, incorporating GIS, calibrating land valuation models, analyzing land attributes for the purposes of accurate data collection and valuation modeling, and using the CAMA system to the fullest extent possible to create more efficient and improved processes, and general application of technology to improve outcomes.
- Assists the Commercial Appraisal team in their mass appraisal efforts by providing assistance and/or guidance in sales time trending, incorporating GIS into workflows, statistical modeling the three approaches to value, calibrating land valuation models, using the CAMA system to the fullest extent possible to create more efficient and improved processes, and general application of technology to improve outcomes.
- Assists the Analyst team in managing Marshall Valuation and Marshall and Swift Cost tables, troubleshooting Cost Approach calculations, importing and completing quality control on tables imported from the CAMA vendor and working with the other appraisal teams to determine edits, additions and deletions to the Cost table records.
- Assists the Analyst team in inputting, editing, troubleshooting and managing all valuation models within the CAMA system including Cost, Market and Income models for improved property, Market models for land valuation, Auto-Comp models for residential comparable.
- Provides training to Assessor's Office employees regarding computer hardware and Assessor specific computer software applications, internal procedures and technological developments.
- Researches policy and analyzes business processes to respond to changes, or to comply with State statute, DPT guidelines, or proposed legislation or regulations.
- Performs other duties as assigned.

- A Bachelor's degree from an accredited university in a field related to real estate or technology, such as business, finance, statistics, computer science, engineering, or equivalent. Significant amounts of direct professional experience in the field may substitute for some educational requirements.
- The ability to meet the qualifying and continuing educational requirements set forth by the CBOREA, the Division of Property Taxation and the Douglas County Assessor's Office.
- Requires an acceptable amount of experience in related fields with specific emphasis in areas of data management and/or real estate appraisal.
Appraisal Analyst I:
- A Bachelor's degree from an accredited university in a field related to real estate or technology, such as business, finance, statistics, computer science, engineering, or equivalent. Significant amounts of direct professional experience in the field may substitute for some educational requirements.
- The ability to meet the qualifying and continuing education requirements set forth by the CBOREA, the Division of Property Taxation and the Douglas County Assessor's Office.
- Requires two or more years of experience in related fields with specific emphasis in areas of data management and/or real estate appraisal.
Appraisal Analyst II:
- A Bachelor's degree from an accredited university in a field related to real estate or technology, such as business, finance, statistics, computer science, engineering, or equivalent.
- The ability to meet the qualifying educational requirements set forth by the Colorado Board of Real Estate Appraisers for appraisal licensure.
- The ability to meet the continuing educational requirements set forth by the CBOREA, the Division of Property Taxation and the Douglas County Assessor's Office.
- Four or more years of experience in related fields with specific with emphasis in areas of data management and/or real estate appraisal.
EXPERIENCE:
- Knowledge of Real Estate principles, practices, markets and values. Familiar with relevant Colorado Statutes, case law, and ARL guidelines.
- Thorough knowledge of computer software, hardware, programming and applications, including Microsoft Office Suite programs.
- The ability to recognize, investigate and analyze a variety of computer application problems, and develop effective recommendations for solutions.
- Prior experience providing training to business users on hardware, software, internal procedures and/or technological developments.

- The employee is required to operate a personal computer, digital cameras, smart phones and tablets, laser measuring tools, tape measures, read and interpret maps and blueprints, and drive a county- provided vehicle.
