Based on our internal equity review process, the starting salary for this position will be $91,285.15 yearly
To allow for growth and salary progression the full salary range is $91,285.15 - $124,969.28 annually. Employees will have the opportunity to move through the posted range based on annual performance reviews and merit increases.

Position Information
Under the general direction of the assigned Manager, the Aquatics Programs and Facilities Supervisor sets the vision, innovation and direction of Aquatics programs in accordance to the Mission Led Comprehensive Program and Strategic Plans, and assumes comprehensive administrative oversight of all operational duties as they relate to Aquatics facilities and in accordance with the Level of Service Plan.

Essential Duties

  • Sets the vision and direction for the overall Aquatics program, in accordance with the Mission Led Comprehensive and Strategic Plans; establishes overarching guidelines and reports on the program(s) work plan, benchmarks and performance measurement objectives.
  • Supervises programs and operations of all Aquatics facilities.
  • Supervises all activities of the assigned programs(s), which includes planning, coordination, administration and evaluation of programs, projects, processes, procedures, systems, standards and/or service offerings; ensures compliance with Federal, State, and Local laws, regulations, rules and/or standards.
  • Has ultimate responsibility and authority for the recruitment, training, managing and supervising of aquatic staff, including the Aquatics Coordinator(s), Specialist(s), Recreation Technicians, Maintenance Technicians, Maintenance Staff/ Deck Attendants, Pool Managers, Lifeguards, Swim Instructors, Swim Coaches, Water Exercise Instructors and Guest Services at 7+ locations throughout Tacoma.
  • Expands Aquatics programs within the community in accordance with Strategic and Operating Plans.
  • Establishes and tracks performance objectives for Aquatic Operations and Programs.
  • Creates and maintains the Aquatics business plan and development of the biennial budget; creates and maintains all Comprehensive Asset Management plans for assigned facilities.
  • Effectively delegates and manages work orders and maintenance issues as they relate to Aquatics facilities.
  • Identifies new program opportunities and collaborates with internal and external partners to enhance program delivery, inspire innovation and maximize the use of resources.
  • Responsible for ensuring the delivery of high quality, innovative and progressive aquatic programs and services to the community, working in collaboration with partner agencies.
  • Ensures staff are maintaining pool chemical compliance in accordance with appropriate legal levels; ensures staff are managing all records, including chemical logs, records and/or facility closures.
  • Oversees, manages, updates and enforces the ongoing implementation of aquatics safety, procedures, protocols and policies; responsible for the training of staff in these.
  • Responsible for directing staff to maintain high standards of cleanliness throughout the facility including locker rooms, pool, pool deck, grounds inside the fence at outdoor Aquatics facilities and collaboration with grounds crews for areas outside the fence line of all Aquatics facilities.
  • Ensures that all aquatics staff maintain necessary certifications.
  • Responsible for collaborating with outside agencies in partnership for the purposes of ensuring equitable program access for the community.
  • Ensure effective communication is occurring at all levels of the division, as well as cross departmentally.
  • Responsible for the updating and ensuring training with all emergency, first aid, rescue, purchasing and cash handling procedures.
  • Ensures all operational and rescue/ first aid equipment is maintained and in optimal condition.
  • Responsible for ensuring staff compliance with customer service procedures and ensures training is aligned with best practices adopted by the District.
  • Responsible to effectively develop and mentor staff, as well as interns.
  • Responsible for leading the annual Maintenance Plan updates or revisions for assigned facilities, in collaboration with maintenance staff.
  • Identify opportunities and work with Fund Development to help secure alternative funding through City, State, Federal and other governmental agencies, grantors and/or sponsors.
  • Participate as needed on cross departmental teams, as well as the administration and leadership of the entire Aquatics team for the department of Parks and Recreation Department and District.
  • Prepare and deliver oral presentations related to the Aquatics programs, activities and operations to the general public and special interest groups. Recommends policy and procedure changes to assist in the assigned programs and operations.
  • Perform related duties as assigned.

Minimum Qualifications

EDUCATION & EXPERIENCE:
  • At least five (5) years increasing supervisory experience in Parks and Recreation required.
  • At least four (4) years experience in Aquatics programs and facilities management required.
  • Bachelor's degree in recreation program administration or related field desired.

OTHER REQUIREMENTS:
  • Valid Washington driver's license with acceptable driving record required.
  • Must possess or obtain the following certifications within the probationary period:
    • Professional Rescuer Cardiopulmonary Resuscitation (CPR) / Automated External Defibrillator (AED) Instructor
    • Lifeguard Instructor (LGI) Trainer certification.
    • Water Safety Instructor (WSI) Trainer certification.
    • Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) certificate.
  • Ability to work irregular hours including weekends, holidays and evenings as needed.

PHYSICAL ABILITIES:
  • Indoor and outdoor environment; primarily administrative in nature.
  • Work is performed in an office environment; in a humid environment, with exposure to hazardous chemicals; is subject to sitting, standing, bending and reaching for extended periods of time; swimming; and must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds.
  • Must be able and willing to work irregular hours including weekends, holidays and evenings. Will be required to work during and/or after an emergency or disaster.
  • Incumbents may be required to shift schedules in accordance with summer season or to ensure appropriate staffing oversight to ensure safety of programs and operations.

Life Insurance: Provided at no cost to the employee through Unum, amount is equal to annual salary up to $275,000. Benefits will reduce at age 70.

Retirement Plan: All employees are covered under the Public Employees' Retirement System through the Washington State Department of Retirement Services (DRS).

Medical Coverage and Dental Coverage: Parks Tacoma pays 90% of the total cost of medical/dental coverage for employees and their dependents. If you enroll in a medical and/or dental plan and add dependents you will be required to provide documentation to show eligibility. Coverage begins the first of the month following the date of employment. Medical coverage is offered through Kaiser. Dental options include Delta Dental Service and Willamette Dental.
