Position Summary
Beautification Department. Supervises, directs and evaluates Horticultural staff. Provides meaningful direction to Grounds staff as needed. Plans, schedules and manages the design, planting, fertilization and pest control of all flowers, shrubs and trees on all City owned and maintained property. Monitors the planting and maintenance of the City's Hanging Basket program throughout the growing season. Plans, designs and installs three (3) yearly flower bed rotations City wide. Responsible for supervising and directing the work of crews engaged in performing skilled grounds/horticultural maintenance and landscaping for City-owned property. This position will coordinate operational priorities with the Grounds Supervisor, in an effort to utilize all resources to accomplish Division goals.
Essential Job Functions
Serves as Urban Forester concerning tree issues with City residents and HOA organizations as well as enforcement of City codes. Serves as City liaison with the Beautification Committee and manages the expenditures of the City's Beautification budget. Reviews landscaping site plans and construction projects which pertain to trees for compliance with tree canopy requirements and City zoning ordinances. Responds to Citizen's complaints concerning mosquitoes and applies mosquito larvicide pest control as needed. Monitors irrigation systems at City owned sites. Maintains a Citywide tree inventory of street, park and other trees planted on City owned property. Compiles data and prepares reports on the City's annual recertification application for Tree City USA. Supervises/performs snow removal on City streets, buildings and sidewalks.
Performs other related work as required.
Consults with assigned staff to assist with complex/problem situations and provide technical expertise. Monitors productivity and work flow of crews under charges; ensures adherence to established deadlines and schedules.
Orchestrates the activities of multiple work crews and/or skilled employees in the performance of types of maintenance for the City of Manassas such as City building grounds, public common areas, parks, playgrounds, cemeteries, ball fields, parking lots and garages, roadway edges, and medians as needed.
Minimum Required Qualifications
Bachelor's degree in Horticulture, Arboriculture, Forestry or related field required; supplemented by three (3) years of progressively responsible related experience; or any combination of education, training, and experience, which provides the required skills, knowledge, and abilities for this job.
Must have successfully completed required courses and certifications such as Virginia Certified Horticulturist, Commercial Pesticide Applicator licensed in categories 3A,3B,8 and Certified Arborist; may be required to possess additional certification(s) as deemed necessary by the City.
Special Requirements
Must be able to pass and maintain a valid Virginia Class B Commercial driver's license within six (6) months of hire.
