This position is for an Area Project Manager role reporting to a Project Manager to support a Nuclear Project in Fluor's Mission Solutions Business line. The position will be at a Nuclear site-based location with assignment provisions. Experience in the Glovebox Fabrication Industry and machine design is preferred.
This position provides leadership in the organization or functional area and is primarily engaged in
management activities that establish the direction of a department, function, or project. The position
requires the application of knowledge gained from experience and expertise to the job duties and
responsibilities. The position will make decisions in areas that may impact the organization and its
employees, clients, budgets, policies, procedures, work practices, or compliance programs.
Scope
Having oversight of a specific area and establishing a course of action within limits of company practices
and guidelines, the purpose of this position is to perform the essential job duties and functions as listed
below with the overall objective of establishing an execution framework on the project that complies
with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the
completed project. This position performs project management responsibilities on a small to medium
sized, low to moderate risk engineering, procurement, fabrication, and construction/construction
management (EPFC/CM) or services project (as defined by the Business Line) or on an assigned segment
of a larger project, including coordination of design, procurement, and construction activities. When
assigned to only a segment of a larger project, this role develops a complete understanding of the
contract and any relevant subcontracts in order to provide full support to the project management
team. When acting in the role of a Proposal Manager, this position is responsible for managing
completion of technical and commercial proposals, providing project planning, means and methods of
project execution, schedule preparation, cost estimating, and proposal strategy.
Principal Job Duties & Responsibilities
This position will require supervision of other full time Project engineering personnel.
Develop a complete understanding of the Fluor prime contract and relevant subcontracts
Ensure Health, Safety and Environmental (HSE) is emphasized throughout all phases of the
project
Collaborate in the preparation of the project in accordance with the Fluor contractual
obligations, Fluor's Operating System Requirements (OSR) and the relevant Operating System
Implementation Plan (OSIP)
Verify with the Project Director (PD) that project requirements for Baseline Centric Execution,
safety, quality, cost, and productivity are met in all locations managed by Fluor where work is
being performed
Draft for the Project Director (PD) approval the project baseline (as defined in the OSR) and
verify that it is fully documented, updated, and communicated to the project team as
appropriate , and match to Fluor contract scope of work and responsibilities
Support the PD to deliver the project in accordance with the project execution and commercial
baselines
Collaborate with the PD to meet the as-sold profitability target established in the project
commercial baseline
Prepare for the PD approval a draft for the contract summary and communicate it to the project
team
Lead the preparation of a written scope of facilities and services, and communicate it to project
Collaborate with the PD in the establishment and definition of the project organization, defining
the project staffing requirements coordinating staffing with supporting organization managers
Lead the efforts of establishing, communicating, implementing, and maintaining the Project
Execution Plan (PEP) and Project Procedures Manual (PPM)
Demonstrate strong, effective, and decisive project leadership and establish an execution
framework to ensure the safety, quality, value, timeliness, and profitability of the total project
execution (engineering, procurement, fabrication, and construction/construction management
(EPFC/CM), commissioning, start up, and operations as appropriate to the Fluor project scope)
Establish and maintain effective client relations that result in active cooperation, prompt
payment, and stimulate the desire to award follow-on work
Provide support to the PD with the development of the project distributed execution plan,
maximizing workshare opportunities where beneficial to the project outcome
Under the direction of the PD, implement and maintain operationally consistent work processes
that enable worksharing to be effectively executed among multiple offices and construction
sites
Participate in the accurate, comprehensive and timely project reporting, including completion of
the final close-out report, and in project reviews
Collaborate with Project Controls in the establishment, maintenance, and management of a fully
documented change control system that tracks all changes to the contract and project baseline
requirements or conditions
Support the establishment of an efficient and cost-effective project environment
Participate in the management and control the project's cost and schedule by ensuring that
effective project controls are in place and functioning properly, including establishment of a
project structure (work breakdown structure/network/network activity), a quantitative
approach to planning, reporting, and control, and a change management system
Under the direction of the Project Director (PD), lead the establishment and update the Fluor
Business Risk Management Framework (BRMF) throughout the project life-cycle, perform initial
and quarterly project BRMF assessments and ensure the coordination of the project BRMF
results with Fluor financial reporting; lead the development of mitigation strategies
Execute the work in accordance with the quality standards and requirements specified for the
project, including the preparation of and compliance with project-specific activity plans and
ensuring project audits/assessments are conducted per plan
Ensure effective and timely coordination between design, procurement, material management,
and construction teams for integration of technical content and schedule requirements
Ensure timely preparation and issuance of project deliverables, design documents, and bid
packages in correct quality and according to project schedule to support project execution
activities
Lead the implementation of an effective design coordination with licensors, vendors, and
subcontractors to ensure proper and complete integration within the project plans
Ensure effective interface management with third parties
Support the implementation of automated work processes and tools on the project to the fullest
extent practical, consistent with adding value
Comply with standards and procedures regarding the security and management of computing
facilities and systems, including the use of Fluor reference systems
Support the PD by verifying that project invoices are submitted to the client in accordance with
contract requirements and proactively follows up on accounts receivable and the timely receipt
of payment in order to minimize the cost of cash
Keep supervisor and senior operations management fully informed on project status, including
client relations, project c
Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and eight (8)
years* of work-related experience or a combination of education and directly related
experience equal twelve (12) years* if non-degreed; some locations may have additional or
different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to
management, coworkers, clients, vendors, contractors, and other stakeholders

Experience in the Glovebox Fabrication Industry preferred.

Requires six (6) years of experience as project engineer or project specialist, or a project role of
significant capacity such as project controls lead, contracts lead, etc. including one (1) field
assignment, plus three (4) years experience as a design or construction engineer on projects
Project or area management experience in international locations and diverse cultural
environments is recommended
Demonstration of successful performance as Project Manager on a minimum of two (2) small to
medium sized projects or in significant positions on large to very large sized engineering,
procurement, fabrication, and construction/construction management (EPFC/CM) projects
Completed all required in-house project management courses in addition to courses obtained
from university or other qualified sources
Knowledge
Good understanding of project design, engineering, procurement, material management,
construction, commissioning, start up, turn over work processes, sequencing, and interfaces
