Job Description
This is a management-level job reporting to the Director of Teaching and Learning. Responsibilities within the State Board of Education include supervision of Education Specialists and support personnel; interpretation and implementation of section and USBE policy and programs; oversight of section budgets; and coordination with education institutions, other state agencies, and community organizations to develop and implement joint education programs. The coordinator reviews legislation and gives recommendations to the USBE Policy team regarding the impact it may have on educational programs, prepares reports, statistics, and program analysis.

The Arts and Wellness Coordinator is responsible for coordinating the development and implementation of all K-12 arts and PK-12 health and physical education programs in the public schools. This includes coordinating the Beverley Taylor Sorenson Arts Learning Program (BTS Arts), a K-6 integrated arts learning program now in approximately two-thirds of Utah's public elementary schools. Position responsibilities include supporting Local Educational Agencies (LEAs) in implementing Education Core Standards, endorsements, and initiatives for the Utah State Board of Education with the goal of enhancing the quality of these programs across the state. This is achieved by planning, developing, promoting, implementing, and evaluating Arts & Wellness programs and professional learning opportunities and providing statewide training for education stakeholders of all levels, including School Districts and Charter Schools, other state agencies, and the public. Additionally, they collaborate with colleges, universities, and other educational institutions to improve the pre-service and in-service education of teachers and administrators.

This position is responsible for coordinating USBE Arts & Wellness program goals and policies across numerous stakeholder groups within public education PK-12, higher education teacher education preparation programs, research partners, statewide educational organizations, national forums, private partners, and others. A strong background in Arts Education, Arts Integration and/or Heath/PE education and program administration is desired. Recognizing the value of Arts and Wellness as part of a well-rounded education to build resilient life skills, and experience in federal and private grant seeking and oversight is a plus.
Primary Roles and ResponsibilitiesThe Arts and Wellness Coordinator will:
  • Demonstrate knowledge in arts education, arts integration, and arts administration, including best practices and effective policies of large-scale arts education initiatives.
  • Demonstrate knowledge of Utah's Health and Physical Education Standards, endorsement, and initiatives.
  • Demonstrate a working knowledge of the public school system, including administration, quality instruction, student learning, teacher supervision/mentoring, and professional development.
  • Demonstrate the ability to form partnerships, collaborate across a variety of stakeholders and elevate the work of others in the implementation of statewide initiatives.
  • Provide consultation, make recommendations, give appropriate advice, facilitate decisions, and meetings as directed, to the Board of Education concerning program implementation, monitoring, compliance, and adherence to all state and federal laws for the Arts and Wellness team.
  • In coordination with specialist(s), support all aspects of the Beverley Taylor Sorenson Arts Learning Program (BTS Arts): budgets, grants, implementation expectations, collaboration with endowed institutions of higher education (IHEs), LEAs, communications across all stakeholders, partnership with arts advocates and other stakeholders, Board Rule and legislation revisions.
  • Provide support and guidance to the USBE health and physical education specialists and ensure compliance with Utah State Code and Board rules in implementing Utah's Health and PE Standards, endorsement, and initiatives for the Utah State Board of Education.
  • Oversee the Professional Outreach Program in the Schools (POPS) including evaluation of organization programming, and budget and grant supervision.
  • Lead the Sorenson Legacy Awards for Excellence in Arts Education through a grant from The Sorenson Legacy Foundation.
  • Support the Title IV, Part A state coordinator (specialist) to successfully administer aspects of the federal Title IV, Part A grant. This includes supporting the Title IV-A coordinator (specialist) to create and update applications, manage LEA awards, reimbursements, and revisions; support training, technical assistance, and resources to eligible LEA's; ensure effective monitoring and evaluation of grant recipients, and upkeep resources related to promising practices in content areas for LEAs to use in crafting high-impact grant applications.
  • Establish and maintain the legal and administrative and collaborative relationships with LEAs, the State Board of Education, colleges and universities, and state public and private agencies.
  • Provide leadership for Local Education Agency (LEA) Directors of Arts Education, Health Education and Physical Education policy aimed at improving the access and quality of arts and wellness education.
  • Supervise and support the USBE Arts & Wellness team: hiring; determining workload and delegating assignments; training, monitoring, supporting and evaluating performance, and initiating corrective or disciplinary actions.
  • Engage in strategic planning and implementation by collaborating with stakeholders to set short- medium- and long-term goals, implementing a new BTS Arts strategic plan towards those goals, provide leadership for implementation, support the work of others during implementation, collect data and indicators during implementation, report on the outcomes both verbally and in written form to all stakeholders.
  • Support and actively engage in the Standards Revision process and implementation of Core Standards: Dance, Film, Health, Media Arts, Music, Physical Education, Theatre, and Visual Arts.
  • Review of teacher qualifications, including endorsements, for Fine Arts, Health and PE educators.
  • Allocate and disseminate funding in fair, equitable and transparent practices.
  • Complete all technical reports and draft related material based on research, investigation, or analysis.
