ABOUT THE ROLE

Reporting to the Senior Project Manager, is responsible for assisting in the development and implementation of asset management plans, Bridge Management Systems, strategies and frameworks, asset inspection/condition assessment, load rating, bridge deck condition survey, research, data analysis, assets performance monitoring, evaluation and reporting; also responsible for deterioration pattern and lifecycle cost analysis and program development to support rehabilitation and replacement planning for Transportation assets.

WHAT YOU'LL BE DOING
Assists in the development and implementation of asset management strategies and frameworks for various asset classes (bridges, culverts, retaining walls, storm sewer networks guiderails, etc.) associated with Transportation assets.
Establishes Levels of Service (LOS) and KPI indicators for various asset classes; determines baseline data requirements, undertakes gap analysis, and initiates process to collect required data.
Develops condition assessment frameworks or specifications; prepares asset inspection and condition assessment plans, initiates processes and protocols for data collection, and coordinates with various internal and external stakeholders to ensure accurate and timely asset data to support asset management programs.
Ensures quality assurance activities to monitor program effectiveness and support continuous improvement efforts with the business unit.
Assists in the development and management of quality control programs, operating procedures and control strategies, to ensure consistency and adherence to standards.
Coordinates the development and maintenance of procedures, guidelines and templates related to infrastructure management, improvement and maintenance.
Oversees engineering consultants and feasibility/functional studies and projects, relevant to Transportation infrastructure.
Coordinates and/or leads project teams, as assigned.
Liaises with internal Department contacts, cross-department staff, external contractors, consultants, government and non-government agencies and the public, as required.
Responds to enquiries on issues related to the assigned projects.
Performs other duties, as assigned, in accordance with Branch and Department objectives.

WHAT WE'RE LOOKING FOR
Successful completion of a University Degree in Civil Engineering or approved equivalent combination of education and experience.
Minimum three (3) years' experience in asset management and/or transportation infrastructure.
Familiarity with the development and implementation of asset management plans, strategies and framework associated with Transportation Assets and ability to establish Levels of Service (LOS), KPI indicators, baseline data requirements, and process to collect required data.
Knowledge in developing condition assessment and inspection plans and programs, processes and protocols for data collection.
Familiarity with asset data analysis, performance monitoring, evaluation and reporting, performance gap and failure mode analysis, risk assessment, deterioration pattern recognition and trending, determination of remaining asset lives, comparison of maintenance costs with remaining asset values, and lifecycle cost analysis and development of preferred capital investment alternatives and options.
Knowledge of relevant legislation and regulatory requirements.
Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
Demonstrated report writing and project management skills to meet program objectives and work to tight deadlines.
Ability to travel to offsite locations in a timely and efficient manner, as required.
Ability to work outside normal business hours, as required.
