Position Purpose:

Under direction of the Director of Asset Management, supervises and manages the execution of contractual maintenance obligations at (2) water reclamation facilities in accordance with the safest and most efficient standards and practices.

The candidate may be required to attend and deliver oral or written reports or both with associated information and data as may be reasonably requested by the District's Authorized Representative for periodic meetings of

(a) the Company's and the District's representatives,

(b) the Commission

(c) Governmental Authorities relative to the System,

The candidate will be accountable for ensuring the most timely and cost-effective maintenance and repair of the system, buildings, grounds, equipment, vehicles and rolling stock for the Milwaukee sites.

The Assistant Asset Manager is responsible for reporting to the Milwaukee Metropolitan Sewerage District the maintenance metrics as called out in Schedule 3 & 30 of the O&M agreement.

Acts as Change Agent for reliability initiatives in the field. Works to educate staff on condition based, predictive, reliability centered and corporate maintenance and asset management strategies.

Assists the Director of Asset Management in annual budget preparation, monthly forecasting, and delivering favorable P&L results.

Primary Duties/Responsibilities:
  • Leads by example with a safety mindset and ensures the Veolia Safety Program is effective.
  • Administration and management of treatment facility and site maintenance department including the computerized maintenance management system.
  • Select, supervise, and train staff to ensure implementation of management directives and the ongoing availability of qualified staff.
  • Assist in the Development, Administration and Management of departmental budgets.
  • Coordinates shared services with conveyance and collections maintenance.
  • Interacts with other managers, front line supervisors, trades, and operators to ensure the efficient, safe and permit compliant operation of the system.
  • Prioritizes preventative and corrective maintenance work to ensure plant redundancy and reliability.
  • Provides technical advice and guidance in the diagnosis and repair of difficult problems.
  • Direct staff to utilize all available predictive maintenance technologies including, but not limited to, vibration analysis, oil analysis, infrared thermography, and ultrasound to determine machinery condition.
  • Determines the need and feasibility of major repairs on individual pieces of equipment; consults with user departments to recommend repair or replacement of equipment.
  • Recommends Material Capital Repairs or Replacements
  • Optimizes an effective Predictive Maintenance program to minimize unscheduled down time.
  • Consults with Operations and Engineering regarding modification or replacement of existing equipment to improve operation of the facilities at reduced maintenance cost.
  • Oversees and ensures all vendor/contractor maintenance services are performed to contractual agreements.
  • Coordinates with Procurement for identifying/sourcing "best-in-class" maintenance contractors, parts and inventory needs, and delivery.
  • Coordinates the implementation of the Veolia Maintenance Library.
  • Ensures and audits compliance to VWM / VNA maintenance policies.
  • Will assist VWM with training staff in Asset Management related topics.
  • Performs other projects/tasks/duties as assigned.

Work Environment:
  • Spends 50% of time in operations environment and 50% of time in office environment.
  • May need to work outside in inclement weather conditions and drive company vehicle to perform duties.
  • Occasional travel for training or meetings.
  • This function is largely in an office environment.
  • Will require frequent visits to maintenance and repair locations.
  • Travel up to 15% of the time.

Qualifications

Education/Experience/Background:
  • High School Diploma/GED is required.
  • Requires a learned working knowledge in Chemical, Process or Mechanical Engineering or related field work experience or a Bachelor's Degree in related field.
  • Eight to ten years of progressive experience, or equivalent combination of education and experience including a minimum of five years supervisory experience preferred.
  • Experience supervising in a union environment.
  • Experience in Process / Operations Management, QA/QC procedures, Safety, Environmental and Facilities Management.

Knowledge/Skills/Abilities:
  • Thorough knowledge of the repair and maintenance of turbines, gasoline and diesel engines and mechanical equipment.
  • Familiarity with predictive maintenance activities with Extensive experience using electronic & mechanical measuring equipment.
  • Ability to apply mathematical concepts and statistical analysis.
  • Problem-solving skills and follow-up ability.
  • Strong verbal and written communication skills.
  • Strong understanding of machine diagnostics and complex operating systems.
  • Ability to understand and use reference materials (manuals, schematics, etc.).
  • Knowledge of computerized maintenance management systems (CMMS) and data analysis.
  • Experienced in application of Reliability Centered Maintenance and Root Cause and corrective actions.
  • Demonstrated effective communication, presentation, and interpersonal skills in order to interface with and motivate all levels of personnel.
  • Demonstrated ability to prepare accurate, effective, complete, and easily understood written communications and reports.
  • Demonstrated commitment to compliance with applicable laws and regulations, the Company's Code of Business Conduct and other Company policies and procedures.
  • Strong PC skills with proficiency in word processing, spreadsheet and database software and the ability to optimize the use of technology and systems to communicate, manage budget and to streamline processes and increase efficiency.
  • Familiarity with maintenance, operation, regulatory reporting, and cost estimating software.
  • Proficiency in the care and use of all site specific facility required PPE (Personal Protection Equipment).
  • Considerable knowledge of purchasing, inventory, and storeroom procedures.
  • Considerable knowledge and experience in working with multi-craft unionized craft personnel.
  • Must be able to respond to emergency calls as needed and work extended hours to accommodate site needs.
