Position Overview
Salary Range: $110,465.26 - $127,884.43/annually. Salary reflects Step 1 and Step 4 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. - 5:00 p.m. This is an exempt position.
Job Summary:

Under administrative direction, to assist in directing, managing, supervising, and coordinating the Aviation and Transit Department's Aviation programs and activities; to coordinate assigned activities with City departments, divisions, and outside agencies, tenants and the public; and to provide highly responsible and complex administrative support to the Director of Aviation and Transit. Serve as the Director in the absence of the Aviation and Transit Director.
Scope of Responsibility:

Incumbent has a high degree of understanding of department and airport functional operations and is able to work with considerable initiative. With overall guidance from senior management, incumbent establishes functional policies and makes tactical decisions within the departments strategies. Incumbent may develop or recommend new ways of solving complex and technical problems. Work product has noticeable impact on departmental operations as well as a moderate impact on the overall City operation. Incumbent must have the ability to exercise discretion regarding confidential matters, which requires considerable tact, sense of timing and the ability to engender trust. Incumbent provides management and leadership to a number of senior managers within the Department.

Essential Duties and Responsibilities
Supervision
  • Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Plan, direct, coordinate, and review the work plan for the Aviation division; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures.

Department Operations
  • Participate in assuming management responsibility for the physical operation of the Billings Logan International Airport including police, fire, airfield operations, Engineering, Planning & Construction, and building maintenance services and activities.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend, within Departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Aviation and Transit Director; direct the implementation of improvements.
  • Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to Aviation and Transit Department programs, policies, and procedures as appropriate.
  • Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of aviation management.
  • Assist in the Department's public relations program including public speaking to groups, tours, and substantial media contact; coordinate all special events including air shows and VIP visits.
  • Respond to and resolve difficult and sensitive inquiries and complaints.
  • Serve as a liaison for the Aviation and Transit Department with City departments and outside agencies, tenants and the public; negotiate and resolve significant and controversial issues.
  • Provide responsible staff assistance to the Aviation and Transit Director; prepare and present staff reports and other necessary correspondence.
  • Coordinate airfield activities during emergency situations including aircraft accidents, bomb threats, terrorist threats, airfield snow removal, construction and building emergencies; ensure operational integrity of the Airport.
  • Supervise overall Airport security activities including passenger security, traffic, and enforcement of FAA and Transportation Security Administration regulatory requirements and City policies.
  • Develop and update Federally required certification, operational, and security manuals.
  • Assist in lease negotiations.
  • Issue Notices to Airmen (NOTAMS).

Financial
  • Manage and participate in the development and administration of the airport portion of the Aviation and Transit Department annual operational and capital budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary; prepare capital improvement programs and grant applications.
  • Participate in the development and updating of the Departments financial plan; provide forecasts of departmental revenue and expenditure requirements; project long-term debt financing for capital improvements.
  • Participate in the preparation and review of specifications for equipment and material purchases.

Qualifications and Skills
Required Qualifications and Skills:
  • Bachelor's degree in aviation, airport management, or a related field.
  • Eight (8) years of applicable experience

OR
  • Twelve (12) years of combined education and experience in a related field

AND
  • Strong interpersonal skills
  • Four (4) years supervisory and/or management experience
  • Must be able to pass a pre-employment drug test and a Federal fingerprint based criminal history check

Preferred Qualifications and Skills:
  • Experience with and knowledge of commercial service airport operations and the general aviation industry
  • American Association of Airport Executives (AAAE) accreditation or other specialized certifications

Physical Demands and Working Conditions
Work is indoors in a normal office environment with occasional field visits. Intermittent physical effort involving lifting of 25 pounds or less is required. Work requires high attention to detail and deadlines between 45% and 70% of the time. Exposure to one disagreeable element present in moderate intensity between 15% and 45% of the time. In some department applications, it may be necessary to drive on or off the airport on occasion.
