The Facilities Management Division (FMD) is looking for an Assistant Building Operations Section Manager to provide high-level management/administrative/supervisory functions under the direction of the Building Operations Section Manager, including assisting in the oversight of the computerized Maintenance Management System and other business activities of the section.
Our ideal candidate will possess effective team building skills and the ability to develop and nurture high performing teams. They will have a track record of developing direct reports and having their direct reports develop staff at all levels of the organization. Having the skills to effectively deal with ambiguity and conflict will be important in this role.

Through the work of over 350 dedicated employees, FMD provides clean, environmentally sustainable and cost-effective work environments within a changing world. The Building Operations Section of FMD maintains approximately 3 million square feet in facilities where King County provides regional services, including, but not limited to District and Superior courts, Adult and Juvenile detention centers, Public Health Facilities, Health Through Housing sites and offices buildings.

Job Duties
Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate, knowledge, skill, and ability to:
- Oversee FMD portfolio facility management operations, Health Through Housing Program, Warehouse Operations, and other special projects and programs as assigned.
- Assist in the overall facility operations management of Facilities Management Division (FMD) portfolio.
- Assist in developing the annual work programs for Section operations, including staffing and performance standards, benchmarking and performance monitoring.
- Assist in developing, monitoring and adhering to the Building Operations Section (BOS) budget by reviewing, evaluating and approving operation expenditures prepared by work group supervisors and prepare documentation in coordination with the Section Manager.
- Collaborate with key strategic partners in creating operational plans and structures to enable effective and timely response to standard maintenance requests and emergent facility demands.
- Utilize internal and external resources, technology and continuous improvement techniques to report metrics, improve processes, create capacity and deliver great value.
- Collaborate with Section Manager, BOS supervisory team and Human resources, manage labor relation issues; conduct investigations and make recommendations regarding grievance responses and disciplinary matters; provide guidance on recruitments.
- Represent the FMD and BOS in contract negotiations, joint labor management, and labor management committees.
- Act as the backup Section Manager.
Experience, Qualifications, Knowledge, Skills
WE ARE LOOKING FOR CANDIDATES WHO:
- Are strong operational leaders and have proven experience in a facilities management role, project management, and/or experience managing residential, commercial or other real property portfolios with multiple partners.
- Have experience utilizing a Computerized Maintenance Management System (CMMS) to assess performance, establish KPI and drive results.
- Have knowledge and experience with building compliance monitoring, recording and response in areas such as Building Fire & Safety programs, Building High Rise Inspections and other various applicable compliance programs.
- Will embrace Facilities Asset Management practices to maintain, manage and maximize the lifespan of physical assets and infrastructure.
- Possess a collaborative mindset with the ability to work cross-functionally to contribute to the successful execution of FMD operations.
- Can provide strategic guidance to a multi-faceted, complex organization including the use of organizational development tools and principles.
- Are adaptive and able to persevere, in high-pressure, multi-faceted and sometimes ambiguous environments.
- Are composed during complex, sensitive and/or political situations.
- Have a continuous improvement mindset. Understands LEAN principles and methodologies to provide value added services to customers.
- Are great people leaders. Willing to address difficult problems immediately and in a transparent manner.
- Are able to manage and supervise a diverse section with multiple levels of staff including coaching, mentoring, priority-setting, and measuring and evaluating work product, team performance and individual performance.
- Are a strong communicator. Can interact with various audiences at all levels including elected officials and judges.
- Are culturally aware and comfortable having conversations and taking actions regarding race and equity and social justice.
- Are familiar with a unionized work environment.
Supplemental Information
- This position has been designated by department leadership as a FIRST RESPONDER in the event of a proclaimed emergency. Meaning this position has a role in emergency response and is responsible for the protection and preservation of life, property, evidence, environment and/or restoration of order.
- The normal work week is 40 hours, Monday-Friday and may vary dependent on staff schedules and operational needs.
- This position is on the Duty Manager rotation and is responsible for handling after-hours facility and/or building operational calls.
- This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.
- Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; schedule and work location are to be determined.
- The successful candidate will need to pass a pre-employment physical, reference checks and a federal and county background check.
