SUMMARY
This position is part of the City Attorney's Office and responsible for providing comprehensive legal services and representation to the Mayor, City Council, City Manager, and City Departments, specifically on matters involving real property and real estate transactions. The position is physically located at the Charlotte Mecklenburg Government Center. The job title and classification will ultimately be determined by the experience and qualifications of the selected candidate.

The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate's written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.

Major Duties and Responsibilities:
- Provide legal advice and counsel on real property matters and real estate transactions.
- Identify and assist to favorably resolve operational and business issues associated with the acquisition, disposition, litigation and management of real property and real estate for the City.
- Research and advise on compliance with local, state, and federal laws specific to municipal real property matters.
- Negotiate and draft documents such as leases, purchase and sales contracts, option agreements, easements, license agreements, economic development agreements, and other documents needed to accomplish City real estate and economic development priorities.
- Conduct legal research, draft, review, write and effectively communicate with clients when rendering legal opinions.
- Represent the City in all real estate-related matters which may include litigation (federal and state) and condemnation.
Knowledge, Skills & Abilities:
- Strong legal, management, and collaboration skills
- Knowledge of constitutional, federal, state, and local laws affecting municipal government.
- Ability to work collaboratively with others, analyze issues from a legal, business, policy and practical perspective, and provide clear and sound advice and counsel.
- Possess business acumen and the ability to negotiate property transactions effectively.
- Ability to master new material quickly, manage a diverse legal portfolio, and handle a fast-paced environment.
- Ability to think creatively and quickly solve problems.
- Ability to work independently and exercise sound judgment.
- Knowledge of federal and state court judicial procedures, rules of evidence and local rules.
- Ability to prepare and try moderately complex civil cases.
- Ability to establish and maintain effective working relationships with clients, colleagues, the public, elected and appointed officials, and City staff.
Minimum Qualifications:
- Juris Doctorate degree from an ABA accredited law school;
- License to practice law in North Carolina or ability to be admitted into the NC State Bar via reciprocity prior to beginning employment.
- Minimum of five (5) years of relevant work experience as a practicing attorney for Assistant City Attorney II; minimum of eight (8) years of practice experience for Assistant City Attorney Senior I.
- Less relevant experience for each position may be considered if experience includes significant concentration in municipal law.
