Description
Under the general direction of the City Manager, the Assistant City Manager has primary responsibility of overseeing development services, infrastructure, and assigned departments/divisions to ensure the efficient planning, construction, and maintenance of the City's built environment. The Assistant City Manager plays a key role in advising the City Manager, overseeing financial and budgetary processes, coordinating long-term infrastructure planning, managing development-related policies and initiatives, and overseeing financial and budgetary processes related to public works, utilities, planning, and engineering.

The Assistant City Manager ensures compliance with regulatory requirements, oversees capital improvement projects, and collaborates with external agencies, developers, and stakeholders to facilitate sustainable growth. This position also provides highly responsible and complex administrative support to the City Manager and assists in developing long-term strategic plans to meet the City's infrastructure and development needs.

Essential Functions

  • Oversee and coordinate development services, planning, public works, and engineering functions to support sustainable growth and infrastructure expansion.
  • Manage and direct capital improvement projects (CIPs), ensuring projects align with the City's long-term infrastructure plans, budgets, and regulatory requirements.
  • Collaborate with developers, engineers, and external agencies to facilitate land use planning, zoning, and permitting processes that align with the City's vision.
  • Monitor and implement policies related to municipal infrastructure, including roads, utilities, drainage, and public facilities.
  • Participate in the preparation and administration of budgets related to infrastructure, development services, and capital projects, ensuring fiscal responsibility and strategic allocation of resources.
  • Analyze and forecast infrastructure needs based on population growth, economic trends, and development activity.
  • Ensure compliance with state and federal regulations related to infrastructure, environmental policies, and development standards.
  • Provide strategic recommendations to the City Manager, City Council, and other boards/commissions regarding development policies, infrastructure investments, and growth management strategies.
  • Represent the City at meetings with developers, engineers, and government agencies, advocating for responsible development and infrastructure enhancements.
  • Coordinate the City's strategic planning process, monitoring the implementation of infrastructure-related initiatives and reporting progress to leadership.
  • Supervise and support department heads within assigned divisions, reviewing work plans, addressing operational challenges, and fostering a collaborative work environment.
  • Serve as Acting City Manager when necessary, representing the City in high-level discussions and decision-making processes.
  • Attends, participates, and conducts high level internal and external meetings; represents the City with outside agencies; and, represents the City on various boards as assigned.
  • Plans, directs and coordinates, through department directors, the work plan for assigned City departments; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with management staff to identify and resolve problems.
  • Establishes and develops relations with senior management and external partners and stakeholders.
  • Coordinates the City's Strategic Planning process by developing a process to monitor implementation of strategic plans, developing and updating reports, interacting with Department Directors, assisting City Manager with annual goal setting meetings, monitoring progress of annual goals, and reporting all progress and activities associated with annual goals.
  • Coordinates and participates in providing responsible staff assistance and professional analysis and advice to the City Manager, City Council, and other City boards and commissions as assigned. Attends City Council meetings and other public meetings to assist or represent the City Manager.
  • Performs other duties as assigned or needed.

Qualifications
A Bachelor's Degree in Public Administration, Planning, Engineering, or related field is required; five (5) years in municipal government experience; three (3) years of which is in a managerial or supervisory role. Must possess a valid State of Texas Driver's License, Have and maintain professional, inviting, and friendly demeanor. Ability to pass a background check, and pre-employment drug screening.

  • Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs
