THE POSITION
Office of County Counsel

Job Summary:
This classification performs professional legal services for county elected officials, department heads and staff. Counsel provides advice to county boards, prepares formal and informal legal opinions, contracts and procurement documents, Board of Commissioner ordinances, resolutions and orders; performs code enforcement; prosecutes in-house litigation.
Essential Functions:
This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.
Provide legal opinions to the Board of Commissioners, elected officials, department heads and administrative staff on questions of law; answer questions; prepare recommended interpretation outlining facts and applicable law; attend Board of Commissioners and advisory board meetings; provide legal advice to county boards such as Planning Commission; represent assigned departments in specific legal areas; draft, review and approve ordinances, resolutions, formal orders, contracts, procurement documents and other legal documents prepared for signature by the Board of Commissioners and other county officials; ensure compliance with contract law and county policy; prosecute and defend actions and proceedings in which the county is a party; represent county in litigation in circuit, small claims and tax court, in appeals to the Court of Appeals and Supreme Court, in federal district and bankruptcy court and before state agencies such as Land Use Board of Appeals, Department of Revenue, Employment Division, Employment Appeals Board and Bureau of Labor and Industries; review county policies and develop procedures and regulations; ensure policy, procedure, and regulations are consistent with the law and administratively sound. This position requires a significant amount of contract work.
POSITION REQUIREMENTS
MINIMUM QUALIFICATIONS:
Doctor of Jurisprudence degree and two years progressively responsible work experience as an attorney. At time of appointment, must be a member of the Oregon Bar Association.
Desirable qualifications: Experience with public records and meetings law, public procurement, land use, property tax, and litigation experience. Admittance to the U.S. District Court for the District of Oregon preferred.

Work is performed in an office or courtroom setting; work is generally sedentary requiring bending, hearing voice conversation, keyboarding, occasionally lifting/carrying up to 14 pounds, sitting, standing, and standing long periods. Some driving is required.
SCREENING & EVALUATION
While not part of the initial applicant screening, successful candidates for this position may be required to pass a criminal history background prior to receiving an offer of employment, or as part of a contingent offer of employment.
DRIVING RECORD: Applicants selected for interview will be required to bring to the interview a Court Print driving history obtained from DMV. Allow 5-7 days for delivery; up to two weeks for out of state.
