Job Summary
Provides professional-level engineering assistance and support to the Public Works Department in the areas of planning, project design and construction, traffic engineering and development and execution of county policy and programs relating to county highways and bridges.

This position is located on-site at the Government Center in Elk River, MN, however will also require occasional work in the field. Our regular business hours are Monday-Friday 8:00am -4:30pm, though the department provides staff with flexibility in effort to strive for a desired work/life balance. Essential Duties and Responsibilities
Plans, develops, coordinates, and directs engineering staff in the preliminary and detailed design of federal, state and local county highway improvements. Coordinate the preparation of reports, letters or other documents concerning the design or pending construction of highway improvement projects. Coordinate projects with the Minnesota Department of Transportation (Mn/DOT), Department of Natural Resources (DNR) Army Corps of Engineers, State Historical Society, Cities, Townships and other affected governmental units. Evaluate progress of staff and the results obtained and recommend changes to achieve overall design and project goals. Review design and right-of-way conflicts with Right-of-Way Agent. Establish design priorities based on public input, County Board input, and current design and construction practices. Review design data, specifications, estimates and final plans for submittal to County Engineer and appropriate State review agencies.

Manage the County's bridge inspection program. Manage field inspection procedures and field bridge inspection reports; review bridges in field with bridge inspection personnel to determine specific rating or maintenance problems; investigate bridge maintenance problems and determine repair options; compute or check new postings calculations; prepare letters and reports to local and state officials concerning the condition of specific structures.
Prepare funding agreements for improvement projects that involve other government units; research and prepare federal and state applications for funding.

Coordinate the preparation of material for presentations concerning future or pending construction projects and conduct public meetings.

Supervise engineering staff including assignments, work direction, scheduling, training, mentoring, hiring and termination recommendations, performance evaluation and performance improvement plans, and discipline.

Review construction projects with inspectors to resolve design or construction problems with contractors, utilities or property owners; prepare change orders, supplemental agreements and other contract documents; review reports or correspondence for impact on construction projects and the contract specifications; prepare and conduct preconstruction conferences for County and County State aid projects; review partial payment information for accuracy and completeness; review construction and documentation procedures to insure contract compliance; inform County Engineer of major construction problems or conflicts which involve failing materials or major contract compliance problems; and investigate construction compliance problems and determine action to take.

Coordinate and implement special projects.

Prepare and report all CSAH needs to MnDOT State Aid.

Develop and maintain the five-year capital improvement program and assist with the development of the annual budget for the engineering department.

Develop, implement, and maintain a County wide pavement management system. Gather data on existing system; research pavement management procedures; develop a system for prioritizing maintenance and construction projects; coordinate the development of computer software programs to organize, sort, analyze and retrieve data; coordinate consultant testing of County roadways; and recommend projects for County's five-year improvement plan.

Attend training and education to maintain professional competence and keep abreast of new developments, trends, and technology in the engineering/public works field.

Minimum Qualifications
Bachelor's Degree in Civil Engineering or closely related field; AND

Three years relevant work experience in project management, highway design, or highway construction; OR

An equivalent combination of education and experience may be considered such as:

Associates Degree in Civil Engineering or closely related field; AND

Seven years relevant work experience in project management, highway design, or bridge safety inspection.
Valid Minnesota Driver's License.

Ability to secure the follow necessary MnDOT design, construction, erosion control and bridge safety inspection certifications upon hire.
