Position Overview
The Division of Developmental Disabilities is seeking to hire an Assistant Deputy Director to establish, plan, develop and enforce policies utilized in Developmental Disability Facilities in Region 2. Gathers information from team members to produce concise written reports documenting on-site reviews of the SODC's to evaluate the quality of services, staffing levels and the condition of residential units. The Division believes in providing opportunities to individuals with developmental disabilities in order to give them control over their life choices. Travels in the performance of job duties.

Essential Functions
- Serves as Region 2 confidential Assistant Deputy Director.
- Gathers information from team members to produce concise written reports documenting on-site reviews of the SODC's to evaluate the quality of services, staffing levels and the condition of residential units.
- Serves as liaison with surveying agencies and advocate associations regarding issues such as certification, de-certification, content of services offered, etc.
- Serves as full-line supervisor.
- Assists in the review of the Plans of Corrections for deficiencies sighted by the Federal Surveying entity and assists in the Execution of the plan.
- Receives, reviews and confirms Administrative Reviews are completed in a timely manner by tracking each type of review and report and contacting Center Director's office to expedite submittal of report/review if due date has passed.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years college.
- Requires four (4) years progressively responsible administrative experience in a health or human services organization.
Preferred Qualifications
- Master's degree in a social or health or human services-related field.
- Three (3) years of professional supervisory experience in managing personnel, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline activities and training staff.
- Four (4) years of professional experience communicating with diverse stakeholders, both orally and in writing across various forms of media.
- Four (4) years of professional experience developing processes, procedures and guidelines for implementing programs for a public or private organization.
- Four (4) years of professional experience developing, interpreting and ensuring implementation of policies and procedures for a public or private organization.
- Four (4) years of professional experience working with individuals with intellectual and/or developmental disabilities.
Conditions of Employment
- Requires the ability to travel in the performance of job duties.
- Requires the ability to utilize office equipment, including personal computers.
- Requires the ability to be on-site in assigned office or designated facility.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Requires ability to pass the IDHS background check.
- Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
