Asst. Director of Special Services

Purpose Statement

The job of Asst. Director of Special Services is done for the purpose/s of providing guidance, support and training to building administrators and special services teams; serving as a liaison to parents/guardians and to schools; reviewing and evaluating job-related documents; assisting in student counts, data collection, analysis, accuracy and completeness of records; assisting in the performance of personnel functions; setting staffing levels for assigned special services programs; overseeing and monitoring due process for student discipline; coordinating and providing relevant professional development; monitoring grant budget allocations, expenditures, fund balances and related financial activities in assigned areas; overseeing and monitoring the hiring of specialized instructional staff; and overseeing out-of-district placements.

This Job reports to the Director of Special Services
Essential Functions

Assists in student counts, data collection, analysis, and accuracy and completeness of records for the purpose of ensuring program accountability and maintaining compliance with state and federal mandates and district policies and procedures.

Assists director in the performance of personnel functions (e.g. supervising and evaluating staff, monitoring staff levels, assisting in personnel matters, etc.) for the purpose of providing support to director and direction and guidance to coordinators and other special services staff.

Collaborates with internal and external entities (e.g. administrators, auditors, public agencies, community members, etc.) for the purpose of implementing and/or maintaining services and programs and providing information.

Compiles data from a variety of sources for the purpose of developing and/or evaluating programs and/or complying with financial, legal and/or administrative requirements.

Oversees and monitors due process for the purpose of investigating incidents of student discipline and ensuring compliance with the Individuals with Disabilities Education Act (IDEA).

Coordinates relevant professional development for the purpose of ensuring licensed and classified special services staff are provided opportunities in which to learn how to support and serve students effectively.

Monitors grant budget allocations, expenditures, fund balances and related financial activities in assigned areas for the purpose of ensuring allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.

Oversees all out-of-district placements for the purpose of working closely with facilities and supporting students with disabilities.

Participates in, or facilitates, a variety of meetings, committees, workshops, and seminars (e.g. professional associations, networks, conferences, etc.) for the purpose of identifying issues, developing recommendations, conveying and gathering information regarding a variety of subjects required to carry out administrative responsibilities.

Provides guidance, support, and training to building administrators and special services teams for the purpose of responding to student needs/behaviors, interventions, and placements while ensuring alignment with IDEA regulations and rules.

Researches a variety of topics (e.g. current practices, trends, special education laws, curriculum guidelines, etc.) for the purpose of maintaining knowledge in field of specialty, developing new programs/services, ensuring program compliance with established requirements, securing general information, responding to requests, and/or acting as a resource to others.

Responds to a variety of inquiries (e.g. issues involving staff, conflicts in policies and regulations, community concerns, and parental requests, etc.) for the purpose of identifying and resolving relevant issues, providing information, and/or providing appropriate referral.

Reviews and evaluates documents (e.g. Individual Education Plans (IEPs), behavior plans, etc.) for the purpose of ensuring quality programming for students and compliance with district procedures, state rules, and federal regulations.

Serves as a liaison to parents/guardians of students in special education programs for the purpose of providing information and/or resolving issues.

Serves as a liaison to schools, providing grade level support as assigned for the purpose of collaborating, coaching, and educating special education teams in developing appropriate opportunities for student with disabilities.

Assists with setting staffing levels for assigned special services programs for the purpose of providing effective services with fiscal efficiency and assisting with staffing processes related to programming for all students with disabilities.

Other Functions

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Job Requirements: Minimum Qualifications Skills, Knowledge and Abilities

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Ability is also required to work with a diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize a variety of types of job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is limited to moderate. Responsibility

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; directing other persons within a small work unit; tracking budget expenditures. Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally, the job requires 75% sitting, 15% walking, 10% standing. This job is performed in a generally clean and healthy environment.

Experience: Job related experience within a specialized field is required in Special Education, Special Services, or closely related field with significant years of experience.

Education: Masters degree in job-related area with an emphasis in Special Education.
