Job Description

Under the direction of the Human Resources Director, assists with the planning, directing, coordinating, and monitoring of all activities of the Human Resources Department with the concentration of the Health & Benefits, Risk Management, and Employee Health and Wellness Administration. Ensures compliance with federal, state, and local laws and regulations; assists to ensure the creation and maintenance of administrative standards, policies, and procedures for all department programs. Coordinates and assists with assigned activities with other City departments and outside agencies. Provides highly responsible and complex administrative support to the Human Resources Director and exercises direct supervision over assigned staff.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Assists with planning, scheduling, and assigning work; instructs employees in proper methods and procedures; checks and approves work in progress and upon completion; makes recommendations regarding employee job performance and conducts performance evaluations; ensures the smooth day-to-day operations of the department.
  • Assists with the planning, development, and monitoring of the departmental budget, objectives, and goals; monitors expenditures to ensure compliance with budget limitations; monitors departments progress in achieving goals and objectives.
  • Ensures compliance with City of Laredo policies and procedures, local, state, and federal laws governing personnel administration.
  • Maintains awareness of changes in laws governing personnel administration and ensures the City is in compliance at all times.
  • Assists in development and enforcement of personnel policies and procedures; ensures compliance with the same.
  • Oversees the operations of the Human Resources City Hall Annex Divisions.
  • Supervises, coordinates, and monitors the maintenance of employee benefit programs and makes recommendations on present and proposed programs; ensures employees benefit needs are recognized and provided.
  • Oversight of the property and casualty matters involving the City which includes the Workers' Compensation Program and Safety Program in order to ensure that there is a safe working environment for City employees.
  • Oversight of the employee wellness initiatives including the employee health and wellness clinic, City's Drug and Alcohol Program, Serious Illness Program, Return to Work Program, and Wellness Incentive Program.
  • Assists with the monitoring of the recruitment, referral, and processing of all new employees; ensures compliance with City of Laredo policies and procedures and local, state, and federal laws governing personnel administration.
  • Assists with the monitoring of the Compensation and Classification Plan for City employees; ensures all pay changes are properly entered each pay period; receives requests for reclassification and re-evaluates positions as necessary.
  • Assist to ensure the pay plan is administered in a fair and equitable manner.
  • Advises management staff on employee relation issues.
  • Ensures compliance with accepted practices and federal, state, and local rules and regulations.
  • Ensures the accuracy, completeness and timeliness of the processes.
  • Ensures compliance with the laws governing personnel management.
  • Will be required to drive a City vehicle for City business use.
  • Performs other duties as assigned.

Minimum Qualifications

Required Education and Experience
  • Bachelor's Degree from an accredited* college or university in Business Administration, Public Administration, or Human Resources Management.
  • At least five (5) years of experience in increasingly responsible professional experience in human resources administration with at least three (3) year of supervising personnel.

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
