By joining the Office of Energy Policy as an Assistant Director of the Division of Energy Assistance inFrankfort, you will have the opportunity to learn about Kentucky's energy landscape working with a smalloffice administering several federal grants and state funded programs. An individual in this position will bedealing with various offices of the U.S. Department of Energy as well as many state and local organizationsand non-profit entities around the state and nation.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

Holders of the Assistant Director II position will complete tasks such as:
  • Preparing or directing the preparation of reports or briefs on energy affordability, education andresilience issues.
  • Appearing before legislative and other public forums on energy assistance issues andmaintain current knowledge on energy assistance issues.
  • Approving leave and conducts performance evaluations.
  • Managing stakeholder engagement and general public outreach with staff.
  • Conferring and corresponding withstakeholders on division programs, issues, and related matters.
  • Overseeing divisional education and outreachmarketing materials development and deployment.
  • Supervises grant program managers and oversees the development and management of grant contracts withprogram partners to ensure compliance and successful implementation on contract milestones, terms, andconditions.
  • Coordinates with the Office Federal Program Specialist.
  • Supervises technical staff and coordinates with numerous local, state and federal agencies on technicalissues and projects.
  • Provides technical assistance as requested.
  • Represents the Division on commissions,committees, boards and advisory groups.
  • Responds to constituent requests.
  • Conducts or directs research and analysis by the data analysis staff with the Division.
  • Ensures dataproducts are updated and includes but not limited to the Energy Profile, Quarterly Coal Report, and EnergyAffordability Dashboard
  • Evaluates Division workloads, procedures, methods, and implements changes as necessary to increaseperformance and efficiency.
  • Makes recommendations as necessary to Executive Director.
  • Advises the ExecutiveDirector on long term strategic planning as it relates to energy assistance issues.
Desired candidates possess the following requisite skills or experience applicable to the position:
  • Work with federal grants in the past a plus but not absolutely necessary.
  • Project planning and administration and associated activities.
  • Personnel supervisory experience.

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:Five years of administrative or management experience, two of which must include direct supervision of personnel.

Substitute EDUCATION for EXPERIENCE:A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION:Additional administrative, management, or research experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
