Description

The Department of Employee Insurance (DEI) administers the Kentucky Employees' Health Plan (KEHP) and optionalbenefits for life, dental and vision insurances. The KEHP is a self-funded health insurance and flexiblespending account program that provides benefits to more than 290,000 public employees, retirees, and theirdependents.

DEI is seeking an Assistant Director II (AD). The position will be the management head of the Division ofFinancial and Data Services (DFDS) along with providing support to all branches within DEI as well as theCommissioner's Office as needed.

The AD will be responsible for management assistance for the financial and data operations of the DFDS. Therole will be responsible to develop and implement policies and procedures related to the enforcement of bothfederal and state laws, rules and regulations related to the state health and life insurance plans. The ADwill also work with DFDS managers to ensure timely payment of all premiums by members and employers for bothCommonwealth and Non-Commonwealth paid agencies. The AD will work closely with the Commissioner's Office,Division of Insurance Administration leadership, branch managers, Division of Technology Services, and KEHP'smultiple vendors for the annual open enrollment process as well as other technical, data and system projects.One such project will be the new benefits enrollment management and billing system.

Required skills and abilities:
  • Experience with direct supervision of managers or staff including: conducting performance reviews, reviewing timesheets, and providing overall management oversight for department or branch operations.
  • Skills to either oversee drafting process or to directly produce policies and procedures related to federal or state law, or rules and regulations.
  • Skills with monitoring financial reconciliation, recurring and ad hoc data requests, prompt payment of vendors, and timely receipt of premiums.
Preferred skills and abilities:
  • Experience with management of operations related to health and/or life insurance plans.
  • Project management experience including development of project scope, task creation, task
  • status monitoring, and task completion.
  • Experience with data migration or data system implementation projects.
  • Microsoft Excel - Proficient level - including ability with formulas and pivot tables.
  • Highly motivated, proactive and forward thinking.
  • Experience working within and for a multi-dimensional leadership team.
  • Exceptional attention to detail and accuracy.
  • Problem solver with exceptional analytic skills.
  • Excellent professional communication skills, both written and verbal.

Minimum Requirements

EDUCATION:Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:Five years of administrative or management experience, two of which must include direct supervision of personnel.

Substitute EDUCATION for EXPERIENCE:A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION:Additional administrative, management, or research experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
