Job Description Summary

The Assistant Director of Mechanical Trades serves as front-line management of the HVAC Team, Water Treatment, Electricians, Fire Alarm Technicians, and Plumbers. This position will oversee and maintain the Building Management Systems campus-wide. It will be responsible for needed repairs and maintaining the associated equipment to meet new and existing performance standards. The Assistant Director of Mechanical Trades will assist the Vice President of Facilities Management in developing and implementing thoughtful and robust plans for Chapman University's building operations and deferred maintenance programs. This will include oversight of budgets for projects, short and long-term maintenance oversight, as well as deferred maintenance of all Chapman University buildings. The Assistant Director of Mechanical Trades will assist the Vice President of Facilities Management in the maintenance of university assets including buildings, equipment and systems throughout the university related to mechanical trades and their supervision. The Assistant Director will assist by building, documenting and managing the deferred maintenance program. They will assist with the building operations aspect of energy conservation and sustainability programs, the repair and renovation of campus buildings, compliance with federal, state and University codes and regulations, and the staff assigned to these mechanical functions along with Facility support service contracts.

Responsibilities

Staff Supervision
  • Assign, prioritize and assess work orders in TMA to all mechanical trades with special attention to determine productivity, service, and maintenance standards of the technicians
  • Arrange for additional help and assess overtime needs Evaluate the performance of all assigned trades and project managers
  • Enforce adherence to University policies, safety rules, and regulations
  • Promote continuous improvement of teamwork, workplace safety and environmental practices
  • Ensure that staff have appropriate training to perform their duties effectively and safely
  • Participate in the development of safety programs to ensure compliance to industry standards and best practices
  • Conduct a comprehensive and ongoing DOC training program for technicians, providing systems operation data and trend logging reports, and managing control systems access and privileges for technicians based on their job responsibilities.
  • Perform or assist technicians in troubleshooting vital energy, safety, and scheduling concerns related to the mechanical trades.

Provide Technical Support & Contract Quality Assurance for Daily Facilities Operations, Maintenance & Repairs
  • Supervise the inspection, preventative maintenance, adjustments, repairs and replacement of energy, electrical & fire alarm systems
  • Maintain equipment records for scheduling of maintenance
  • Oversee the ordering of repair parts to ensure optimal utilization of resources and timeliness in repair completion
  • Monitor assets including: buildings, equipment and systems performances with continuous attention to malfunctions, repair needs, as well as efficiency standards, and cost-saving efforts
  • Monitor building maintenance contracts for code and regulatory compliance
  • Monitor and control costs of building maintenance contracts, related to mechanical needs and other
  • Facility support service contracts
  • Perform quality control inspections to ensure adherence to all building maintenance contract specifications and relevant industry standards
  • Prepare reports which address the design and analysis of methods of controlling costs and material

Deferred Maintenance Program
  • In consultation with external facilities engineers, prepare and manage the University's deferred maintenance program
  • As requested by, and in consultation with, the VP of Facilities Management, assist with the preparation and delivery of reports and presentations to the Board of Trustees Real Estate and Campus Development Committee and the Finance Committee on deferred maintenance
  • Prepare and submit funding proposals pertaining to deferred maintenance projects

Energy Conservation and Sustainability programs
  • Prepare recommendations for review by the VP of Facilities Management for building and facilities modifications to enhance energy conservation. Work with users, user groups, and the Sustainability Office on the implementation of conservation measures.
  • Participate in formulating and recommending policies, procedures, and guidelines to accomplish energy conservation objectives.
  • Assist the Sustainability Office by providing consultative and analytical energy assessments such as program evaluation and planning systems development.
  • Propose guidelines for review by the VP of Facilities Management regarding energy utilization for all campus buildings and facilities

Budget Oversight
  • Assist in the annual preparation and submission of the departmental budget and deferred maintenance plan
  • Coordinate approved internal or external resources in support of the building operations and deferred maintenance programs
  • Direct the development and review of cost estimates for renovation and repair work using established cost and time standards.


Required Qualifications
  • Bachelor's degree in a related technical, scientific, or engineering discipline, including Building Sciences, Architecture, Engineering, Facilities Management, Operations Management, Construction Management, MBA or related field or equivalent combination of education and experience.
  • 5-7 years of substantial experience directly related to the duties and responsibilities specified and in supervising and training assigned staff, including organizing, prioritizing, and scheduling work assignments in a similar work environment.


Desired Qualifications
  • Some hands-on experience in a higher education setting with landscape & grounds programs, custodial programs, building trades, and/or recycling programs.
  • Experience in developing proposals for energy procurement is desirable.
  • Ability to develop and deliver presentations.
  • APPA Certified Educational Facilities Professional (CEFP,) Facility Management Professional (IFMA,) California Licensed Professional Engineer, and Certified Energy Manager (CEM) desirable.
