Summary

Under general supervision, the Assistant Director of Development Services administers, managers, and supervises the operations of the Town's Development Services programs, including development review, long-range planning, and special projects as assigned.

Essential Functions

  • Supervise, oversee, and manage the daily operations and projects assigned to development review and long-range planning divisions and the department records retention and request programs.
  • Lead or assist in the coordination and implementation of development projects and special projects, including zoning request, special use permits, platting, long-range plans, and maintain appropriate codes, ordinances, and policy documents used to guide development.
  • Interacts with all Town departments in accomplishment of all Development Services activities.
  • Facilitates the Development Review Committee (DRC) meetings and coordinate development projects with staff.
  • Provides technical advice, writes reports, summaries, and recommendations to staff and others.
  • Manages the preparation and presentation of materials and information to City Council, Commissions, Boards, and residents and serves as a staff liaison.
  • Presents to City Council, Commissions, Boards, and community stakeholders.
  • Respond to inquiries and complaints from residents, business owners, contractors, and consultants.
  • Directs and enforces the compliance of Town, State, and Federal laws, codes and regulations related to zoning, planning, development, and records retention.
  • Promotes a culture of customer service and collaboration within the department and applies a solution-oriented approach to mediating complex issues.
  • Monitors and evaluates the efficiency and effectiveness of methods and procedures, reallocating resources as needed; works with employees on improvements to Town services; participates in the development and implementation of goals, objectives, and priorities; develops and evaluates standard operating procedures.
  • Supervises division manager(s) and other assigned staff. Provide mentorship, training, evaluations, and supervises tasks to ensure the department objectives are met.
  • Applies best management practices and technological solutions to the administration of programs, business process, customer service and outreach.
  • Provides recommendations to the Director of Development and Neighborhood Services regarding annual budgets, priorities for projects and activities and determines resources required to complete them.
  • May assume duties of the Director of Development and Neighborhood Services in his/her absence as needed.
  • May be asked to perform additional job duties that are directly, indirectly, or completely unrelated to normal job functions in the course of presenting certain Town special events.
  • Perform related duties as required or assigned.

Minimum Qualifications

Education and Experience:
  • Bachelor's degree in Urban Planning, Public Administration, or related field; AND
  • Five (5) years of professional planning administration experience, inclusive of two (2) years of supervisory experience; OR
  • An equivalent combination of education, training, and experience.
  • American Institute of Certified Planners (AICP) certification is preferred.
Conditions of Employment:

Supplemental Information

PHYSICAL AND WORK ENVIRONMENT

Work is performed in a standard office environment. Work is generally performed indoors but may involve limited exposure to outdoor weather conditions. May be exposed to potentially hazardous site and building conditions.

This is an exempt position; incumbent will be expected to work whatever hours are necessary to complete responsibilities.
