General Description
JOIN OUR TEAM AS AN ASSISTANT DIRECTOR!

This is a highly responsible managerial position reporting to the Community Development Director. The incumbent will assist the Director in ensuring implementation of the administrative, strategic, financial and operational aspects of the department. Primarily responsible for the housing operations of a large County community development and housing department that has programs for homeownership, rehabilitation, rental development, homelessness, public services, and neighborhood redevelopment. Responsible for the management of affordable housing programs and SHIP plans in accordance with Federal and State grant requirements. Additional responsibilities include completion of the Annual SHIP Report and ensuring that SHIP set- asides and other grant specific requirements are met.

Essential Job Functions

  • Assumes managerial responsibility of department in absence of Community Development Director.
  • Assists the Director as a representative of the County before State and National funders, legislative bodies and elected officials, public institutions, and solicit support in the development of pilot model programs for community development, and affordable housing programs.
  • Supports the Director in developing strategic and operational management plans for the department.
  • Assists the Director in tracking goals related to the County's community development and housing programs and activities.
  • Assists the Director in tracking long range department goals and provide periodic written reports.
  • Assists the Director in gathering data for the early stages of budget planning and budget work sessions.
  • Ensures compliance of housing, rental, CDBG and homeless programs with state and federal law, and local agreements.
  • Manages housing programs and plans in accordance with grant requirements.
  • Supervises staff processing loan applications and managing loan portfolio; participate in decisions regarding approvals and denials of applications.
  • Supervises the management of a multi-million dollar loan portfolio; ensures that all accounts are correct and reconciled; proper procedures are recorded and followed; and corrective actions are taken as needed.
  • Liaison with the housing not-for-profit agencies, guiding them through the property acquisition, management, and disposition process.
  • Assists agencies through the county permitting process for affordable housing projectsbuilding relationships, solving problems and communicating between departments
  • Provides technical assistance and capacity building opportunities for new housing agencies; ensure all funding source requirements are met.
  • Oversees programs to homebuyers and promote programs to bankers, builders and realtors.
  • Assists in the administration of the Housing Finance Authority for the County, providing assistance to developers and HFA members on HFA program offerings and regulatory requirements.
  • Additionally, serve as the staff liaison to the Affordable Housing Advisory Committee (AHAC).
  • Supports the Community Development Director in ensuring that assigned housing tasks are completed in a timely, correct manner; identifies and corrects inefficiencies through highly effective management of staff and resources; and brings new strategies forward.
  • Manages multiple projects simultaneously; coordinates staff and resources, and liaise with other County departments and outside agencies to meet project timelines and achieve desired outcomes.
  • Coordinates and ensures the completion of all department annual and quarterly reports required by funding agencies and the County.
  • Maintains records of program demographics and sub-recipient and County performance measurements to evaluate and analyze program effectiveness for public review.
  • Reviews and approves payment in Tyler/MUNIS; approves vouchers in the Federal Financial Systems (IDIS and DRGR); assists in developing a budget that meets program and administrative goals; ensures all purchase orders have enough funding in the proper accounts, and that funding is available to complete all projects anticipated for the year; assists with audit requirements.
  • Supervises, trains, develops, communicates and coordinates activities of staff.
  • Reviews, updates, and develops policies and procedures for internal operations. Create rules and policies for the implementation of programs.
  • Performs other related duties as required.

Knowledge, Skills and Abilities

  • In-depth knowledge and experience of interpreting and applying Federal and State grant sources to include but not limited to:
  • United States Housing and Urban Development (HUD) Community Development Block Grant (CDBG).
  • HUD Home Investment Partnership Program (HOME).
  • HUD Neighborhood Stabilization Program (NSP).
  • HUD Emergency Solutions Grant Program (ESG).
  • State of Florida State Housing Initiative Partnership (SHIP).
  • Must be team oriented and able to work with multiple internal and external departments.
  • Possesses high-degree of analysis and logical reasoning skills to address multifaceted issues.
  • Ability to properly handle sensitive or confidential information, complex situations, and coordinate multiple functions while attending to additional duties and responsibilities as required.
  • Ability to interpret applicable rules, statutes, and codes.
  • Ability to implement and monitor contracts and agreements.
  • Ability to compile and complete reports and maintain records.
  • Knowledge of Real Estate and Financial principles.
  • Ability to interpret and understand applicable Federal, State, and local legislation, rules, and regulations.
  • Ability to perform value analysis.

Minimum Requirements
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in urban and regional planning, political science, business administration, public administration or related field and five (5) years' experience in affordable housing, community development, government grant experience that includes two (2) years' of supervisory experience OR a Master's Degree and three (3) years' of experience in affordable housing, community development, government grant experience that includes one (1) year of supervisory experience. Proficiency in software and web-based applications to include: IDIS, DRGR, Microsoft Windows, Outlook, Word, Excel, PowerPoint, and department loan servicing software.
