The Assistant Director of Human Resources performs limited supervisory and administrative duties in the Human Resources Department. Work involves assisting in the development and administration of personnel ordinances, policies, and procedures and assisting in ensuring adherence to applicable laws and regulations. This position also assumes risk management duties; including coordinating, monitoring, and addressing issues involving property, vehicles, general liability, and workers compensation insurance.

Examples of Duties

Assists department heads and elected officials with employee issues.

Supervises professional staff, resolving problems as situations arise; approving time off, etc.

Assumes duties of the Human Resources Director in their absence; attends Commissioners Court and other meetings. Assist with issues with Commissioners Court when necessary.

Oversees unemployment hearings. Answer questions regarding terminated employees unemployment claims.

Assists with development of personnel policies and procedures, adherence to federal, state and local laws and regulations.

Assists and advises department heads and elected officials regarding inquiries about personnel policies, procedures and regulations.
Oversees, evaluates programs and provides recommendations to the Commissioners Court regarding property, auto, general liability, workers compensation and health insurance programs.

Performs research and analysis and makes budgetary recommendations on property, GL and vehicle insurance.
Determines, coordinates and sometimes conducts safety training organization-wide.

Assists Department Heads, Elected Officials and employees regarding all aspects of workers compensation from policies, and procedures to communication with TPA and medical providers about any and all WC matters; ensures compliance with the workers compensation act by monitoring all injury claims from initial reporting to claim settlement; additionally, coordinates and /or handle investigation of questionable claims.

Communicates and interacts with inside and outside legal counsel and TPA in any matters related to WC, Property, Auto, and General liability. Meets, participates, provides information during hearings, dispute resolutions and mediations matters.

Maintains up to date data related to vehicle and property schedules as well as maintaining up to date data related to WC, Auto, property, general liability claims by department in order to evaluate risks and liability exposures; coordinates all changes to property and vehicle insurance with insurance companies to ensure that property, vehicles and equipment is appropriate and current.

Acts as liaison to the Texas Association of Counties with regard to risk issues like WC, workplace safety, vehicle and general liability insurance and accident follow-ups; coordinates all changes to WC codes and number of employees with insurer to ensure that codes and employees are classified correctly; coordinates updates and schedules safety classes as needed.

Assists in the pre-bid conference and evaluates RFP specifications for insurance programs.

Administers Denton County employee drug testing program in compliance with DOT regulations.

Regular and punctual attendance is required.

Performs other related duties as required.

Minimum Qualifications

Bachelor's degree in related field and a minimum five years of experience in a related field; or an equivalent combination of education and related experience required.

SHRM-CP or SHRM-SCP preferred. ARM preferred.

Possession of a valid driver's license. Must obtain a State of Texas driver's license within 90 days.
