Job Summary

Responsible for overseeing day-to-day operations and is expected to spearhead innovation and data-driven process improvement projects internally within the department as well as in collaboration with other departments. Collaborate closely with the Innovation and Technology Director, contributing to a diverse array of supervisory, administrative, and intricate technical tasks that encompass activities related to the advancement, deployment, and upkeep of information technology, communication, and security infrastructures. Aiding the Innovation and Technology Director in planning and executing technological projects at both departmental and city levels, this role also supervises troubleshooting efforts, manages equipment replacement, oversees archiving practices, and ensures the implementation of disaster recovery strategies for the municipality.
Principal Duties and Responsibilities

  • Oversees and directs staff and resources to accomplish overarching technology objectives; strategizes and allocates workloads and staff assignments; assesses staff performance; monitors progress and initiates adjustments when necessary; establishes work protocols, supervises schedules, and streamlines workflow; analyzes and standardizes procedures to enhance operational efficiency and effectiveness.
  • Provide training opportunities for Innovation and Technology staff and for all City personnel within budget limitations.
  • Collaborates with the Innovation and Technology Director to offer guidance and steer the development of city-wide short and long-term Information Technology plans. This involves collecting, interpreting, and soliciting proposals for hardware and software solutions. Additionally, prepares data for studies, reports, and recommendations.
  • Consults with the City management team to provide expert advice on determining technology solutions for all City departments.
  • Coordinates the needs and priorities of initiatives including office automation, personal communication devices, system security, telecommunications, copiers, scanners, and more.
  • Maintains a customer-focused approach and ensures professional and timely responses to requests for assistance.
  • Assures assigned projects and areas of responsibility are performed within budget; performs cost control activities; monitors expenditures in assigned area to assure sound fiscal control; prepares annual budget and other financial planning documents including creation of an Innovation and Technology asset replacement plan; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
  • Ensures that assigned projects and areas of responsibility adhere to budgetary constraints; conducts cost control measures; monitors expenditures within designated areas to maintain fiscal integrity; prepares annual budgets and other financial planning documents, such as the Innovation and Technology asset replacement plan; ensures optimal utilization of budgeted funds, personnel, materials, facilities, and time to promote efficiency and effectiveness.
  • Offers comprehensive support in managing data across all City applications and systems, including but not limited to data storage, retrieval, security, integrity, and analysis.
  • Regular and prompt attendance is an essential function of the position.

  • Required Knowledge, Skills and Abilities

    • Network Administration: Understanding of network protocols, configurations, and security measures to ensure smooth network operations.
    • System Administration: Proficiency in managing server infrastructure, including installation, configuration, maintenance, and troubleshooting of operating systems (e.g., Windows Server, Linux).
    • Database Management: Knowledge of database systems (e.g., SQL Server, Oracle, MySQL) for data storage, retrieval, optimization, and security.
    • Cybersecurity: Familiarity with cybersecurity principles, tools, and best practices to safeguard IT systems and data against threats and breaches.
    • Cloud Computing: Experience with cloud platforms (e.g., AWS, Azure, Google Cloud) for infrastructure deployment, scalability, and management.
    • Software Development: Understanding of software development methodologies and programming languages (e.g., Java, Python, C#) to oversee software projects and collaborate with development teams.
    • IT Project Management: Proficiency in project management methodologies (e.g., Agile, Scrum) to plan, execute, and monitor IT projects within scope, budget, and timeline constraints.
    • Data Analysis: Ability to analyze data using tools like Excel, SQL, or business intelligence platforms to derive insights and support decision-making processes.
    • IT Infrastructure Management: Knowledge of hardware components (e.g., servers, routers, switches) and infrastructure technologies (e.g., virtualization, storage systems) to maintain reliable IT infrastructure.
    • Technical Support: Experience in providing technical support to end-users, troubleshooting hardware and software issues, and ensuring timely resolution of IT-related problems.
    • Good analytical and problem-solving skills
    • Knowledge of pertinent Federal, State and local laws, ordinances, statutes and regulations.
    • Ability to assist in preparing and managing a departmental budget.
    • Ability to prepare and present effective presentations.
    • Ability to communicate clearly and effectively, both verbally and in writing.
    • Ability to establish and maintain effective working relationships with City staff and officials, the general public, and media representatives.
    • Superior computer skills and extensive experience using Excel spreadsheets, Microsoft Word, and in PowerPoint.
    • Excellent leadership and interpersonal skills.
    • Ability to work closely with elected and appointed officials.
    • Ability to maintain regular & predictable attendance.

    Education, Certification and Experiences

    • A Bachelor's Degree in MIS, Computer Science or related field from an accredited college or university with a minimum of three years of management experience and five years' of progressively responsible related experience, preferably in the municipal government sector is preferred. A combination of education and experience may be substituted for a formal degree.
    • Valid Texas Class C Driver's License

    • Life and Accidental Death & Dismemberment (AD&D) Coverage: With budget approval, this is a City paid benefit for employee only coverage. Terms apply.
    • Long Term Disability Insurance: With budget approval, this is a City paid benefit for employee only coverage. Terms apply.
    • Longevity: With budget approval, employees earn $4.00 per month for each complete full month of continuous service. The employee must complete one full year of employment to be eligible. Maximum benefit is $1,200 annually.
    • Voluntary Life Insurance: The employee may elect up to five times their base annual salary with a maximum of $250,000. Coverage for spouse and dependent children is also available for purchase. Terms apply.
    • Voluntary AD&D: The employee may elect up to ten times their base annual salary with a maximum of $500,000. Terms apply.
    • Voluntary Short-Term Disability: The employee may elect up to 60% of their base weekly salary with a maximum weekly benefit of $1,000. Terms apply.
    • Texas Municipal Retirement System (TMRS): This mandatory retirement plan requires each employee to contribute 7% of their gross salary to the plan and the City matches contributions 2 to 1. An employee becomes eligible to retire with 20 years of service or with five years of service at a minimum of age 60.
    • Optional Deferred Compensation: The employee may contribute to a 457 plan through Mission Square Retirement.
    • Social Security: Current rate is 6.2% for both employee and employer
    • Medicare: Current rate is 1.45% for both employee and employer.
    • Vacation - 12 days annually during first five years of employment (accrued monthly)
    • Sick Leave - 12 days per calendar year (accrued monthly)
    • Holidays - 12 holidays plus two floating day
