Job Description

Key Responsibilities
  • Financial Oversight: Assist the Finance Director in overseeing all financial activities, including accounting, budgeting, payroll, and accounts payable.
  • Annual Comprehensive Financial Report (ACFR): Oversee the preparation of the city's ACFR to ensure compliance with applicable accounting standards and regulatory requirements.
  • Budget Management: Participate in the development, preparation, and administration of the city's annual operating and capital budgets; monitor expenditures and revenues to ensure compliance with approved budgets.
  • Grants Oversight & Management: Provide oversight for the city's grants, including monitoring funding, compliance, and reporting requirements; collaborate with city departments to optimize grant opportunities.
  • Financial Reporting & Analysis: Prepare accurate financial statements, manage audits, and provide timely and insightful analysis to inform decision-making.
  • Policy Development: Assist in the development and implementation of financial policies, internal controls, and procedures to maintain compliance with local, state, and federal regulations.
  • Staff Supervision & Development: Supervise and mentor finance staff; provide guidance, performance evaluations, and opportunities for professional growth.
  • Strategic Planning: Collaborate with the Finance Director and other department leaders to forecast the city's financial position, identify potential risks, and develop strategies to ensure long-term fiscal sustainability.
  • Cross-Departmental Collaboration: Work closely with various city departments to provide financial guidance, streamline processes, and improve resource utilization.

New ERP System Implementation: In January 2024, the City of Springfield launched Oracle Cloud, a cloud-based ERP solution. The finance team is actively working on optimizing the system, establishing ongoing training plans for employees, and enhancing the overall user experience.
Long-Term Budget Sustainability: With expenses outpacing revenues, maintaining balanced budgets and ensuring the city's long-term fiscal health is a critical priority. Identifying innovative revenue sources, cost-control measures, and effective forecasting methods will be key.
Growing Service Demands: As Springfield continues to expand, the demand for infrastructure improvements and public services will require creative financial solutions and efficient resource allocation.
Technology & Data Analytics: Opportunities exist to leverage new technologies and data analytics tools to improve financial transparency, reporting accuracy, and decision-making processes.
Workforce Gap: A shortage of qualified local government finance professionals presents challenges in recruiting and retaining talent, but also offers opportunities to develop innovative strategies for talent acquisition and professional development.
Qualifications
Education:
o Bachelor's degree in Finance, Accounting, Business Administration, or a related field required.

o Master's degree in Public Administration, Business Administration, Accounting, or related field is preferred.
Experience:
o Minimum of 5 years of progressively responsible experience in finance, accounting, or budgeting, preferably in the public sector.

o Demonstrated supervisory experience and proven ability to lead and develop staff.
Skills & Competencies:
o Strong knowledge of governmental accounting standards, budgeting processes, and financial reporting requirements.

o Excellent analytical, problem-solving, and decision-making skills.

o Proficiency in financial software (e.g., ERP systems), Microsoft Office Suite, and data management tools.

o Effective communication and interpersonal skills to collaborate with diverse stakeholders.

o Ability to manage multiple priorities, meet deadlines, and adapt to changing demands.

o High level of integrity, sound judgment, and ethical decision-making.

HEALTH BENEFITS
Employees pay 15% of the monthly medical insurance premium through Anthem Blue Cross Blue Shield, which includes prescription coverage. Single and family coverage is available. The City health care plan is a high deductible healthcare plan. You will become eligible for medical insurance on the first of the month following your start date, or on your start date if you start on the first of the month.

HEALTH SAVINGS ACCOUNT
Each year the City deposits 75% of your health insurance deductible amount into an HSA account in your name if you participate in the annual wellness screening. If you choose not to participate in the wellness screening, the City will deposit 50%.

DENTAL
The City pays half of the full premium up to a maximum of $30 per month for dental.

LIFE INSURANCE
The City pays 100% of the premium for term life insurance to all active permanent, full-time employees. Hourly employees receive $15,000 of coverage; salaried, professional, and management employees receive $50,000.

RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System (OPERS). The employee's share is 10% of their gross salary.

RETIREMENT SAVINGS
You have the option to enroll in a voluntary retirement savings plan, such as a 457(b) deferred compensation plan or Roth IRA.

VACATION
New full-time employees receive 80 hours of vacation upon hire. Following six months of service, you receive an additional 24 hours. At one year of service, you accumulate vacation at a rate of 0.0769 per hour, or 20 days per year.

SICK LEAVE
All employees accrue sick leave at the rate of 0.0575 hours per hour, or approximately 15 days per year.

PERSONAL LEAVE
After six months of service, you receive two personal days, or 16 hours, per year.

HOLIDAYS
The City observes 13 holidays per year.

FITNESS CENTER
You have 24/7 access to a fitness center located in City Hall. The center includes a variety of commercial equipment including cardio and resistance machines and free weights.

EXPERIENCE PAY
Experience Pay will start after 5 years of service, which grants additional compensation to employees who have completed five or more years of total service with the City.

TUITION REIMBURSEMENT
All permanent full-time employees are eligible to participate in the City's Tuition Reimbursement plan, provided they have at least one year of continuous service with the City and it is subject to policy terms and conditions.
