Job Summary
The Fleet & Communications Division of the Finance & Asset Management Department provides management and oversight of the city's fleet of vehicles and equipment used by city departments to provide services to the community. The Assistant Manager is responsible for assisting the Manager in oversight and management of the division with a primary focus on supervision of the Maintenance & Operations function. This position supervises a fifteen member team that includes two crew leads, nine technicians, and one service advisor. The team is responsible for all aspects of operations pertaining to daily maintenance and repair of the City of Bellevue's fleet of vehicles and equipment (approximately 950 assets spanning across 74 vehicle and equipment classifications).

Essential Duties and Responsibilities

  • Assists the Manager in providing oversight, management, and leadership to the division.
  • Recruits, supervises, and evaluates union, technical, maintenance, and administrative staff; provides leadership and guidance in the development of skills and service delivery. Makes recommendations for ongoing staffing needs, work shifts, and schedules. Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Implements operational plans and initiatives to support strategic and long range planning efforts and to support service delivery.
  • Assists in resource forecasting and allocation, performance metrics and management, and employee engagement.
  • Manages the major maintenance plan for the City's fleet of vehicles and equipment.
  • Ensures efficient, safe, and effective operation of 950+ assets spanning across 74 vehicle and equipment classifications.
  • Establishes preventive and corrective maintenance priorities, ensures effective implementation, and evaluates outcomes.
  • Ensures accurate data collection and entry; monitors and resolves compliance issues with staff and ensures corrective measures are implemented, achieved, and sustained.
  • Develops and utilizes key performance indicators to measure performance, making information readily available to maintenance staff, supervisors, managers and customers through reports, dashboards, and maintenance management information system result sets.
  • Works with customer departments to effectively support their needs and ensures service level agreements are established and adhered to.
  • Manages contracts and agreements with outside agencies and/or vendors.
  • Provides a training program and curriculum that aligns with the City's ever-changing fleet and technologies.
  • Monitors division resources including fleet operations staff, vendors, and contractors.
  • Researches and monitors safety, environmental, and operational laws and regulations to ensure compliance; keeps informed of new developments, legislation, best practices, and ideas which would affect fleet maintenance operations.
  • Provides leadership in developing data collection standards, reporting tools, and business processes.
  • Leads and serves on internal, cross-departmental, and external committees; participates in bargaining unit negotiations.
  • Assists division management in monitoring and developing budgets to ensure adequate funding is present for emerging technologies, shop tools and equipment, infrastructure upgrades, and other operational costs. Assures effective and efficient use of budgeted funds, personnel, equipment, etc.
  • Establishes performance measures and standards, measures performance, forecasts and monitors workload.
  • Prepares a variety of written reports, materials, presentations, business cases, and proposals.
  • Oversees and maintains the division's emergency preparedness, response, and security programs.
  • Writes and regularly reviews operating procedures and practices, recommending changes and improvements as appropriate.

SUPERVISION RECEIVED AND EXERCISED
  • Works under the general supervision of the Fleet & Communications Division Manager.
  • Supervises mechanical service technicians, shop leads, communications systems tech, and administrative support staff.

Qualifications
EDUCATION & EXPERIENCE REQUIREMENTS
  • Graduation from an accredited four-year college or university with a degree in business or public administration or related field.
  • Five or more years of progressively responsible related experience in fleet maintenance operations, business operations, and direct supervision of staff.
  • Must be able to pass a criminal background check and uphold a clear record in order to maintain necessary security clearance for accessing restricted access areas.
  • Must be able to maintain a valid Washington State driver's license to operate a city vehicle as needed.
  • Experience using Microsoft Excel database queries, pivot tables, and graphs.
  • An equivalent combination of education, experience and training that provides the required knowledge, skills and abilities will be considered.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
  • Familiarity with the standard operating procedures for public fleet management as well as knowledge of applicable regulations, codes, and laws.
  • Understanding of operating and capital budgets, preferably for a large public entity.
  • Demonstrated ability to analyze and synthesize information in a clear and concise manner and make recommendations on strategies to resolve issues.
  • Advanced level skill in using a personal computer, maintenance management applications (Maximo experience preferred), data management software, and Microsoft Office applications (i.e. Word, Excel, PowerPoint, Outlook, Teams).
  • Ability to effectively collaborate and resolve conflicts within and across organizational boundaries.
  • Knowledge of principles and practices of effective employee management.
  • Ability to communicate effectively with customers, co-workers, contractors, executives, elected officials, and the general public, both orally and in writing.
  • Experience in leading process improvements. LEAN experience preferred.

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).

Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
