Job Summary

This position is located in the District of Columbia, Department of Transportation (DDOT) Office of the General Counsel. The mission of the District of Columbia government's Department of Transportation (DDOT) is to enhance the quality of life for District residents and visitors by ensuring that people, goods, and information move efficiently and safely with minimal adverse impact on residents and the environment. The incumbent is responsible for serving as an Attorney Advisor within the Agency's Office of General Counsel (OGC) and serve as the Agency's labor liaison, handling complex and difficult labor and employment matters, including reviewing disciplinary actions and providing expert advice to leadership on the applicable collective bargaining agreements.

Duties and Responsibilities

The incumbent will handle urgent and sensitive advisory and confidential matters for DDOT Office of the General Counsel. Hands sensitive and highly confidential matters, as assigned. Conducts and analyzes research on complex, critical substantive matters in response to requests from the General Counsel, Deputy General Counsel and DDOT senior staff. Monitors and, where necessary,, participates in the resolution of legal problems regarding priority projects.

The incumbent will Serving as the primary point of contact for the Office of Labor Relations and Collective Bargaining (OLRCB) for all labor matters ;the incumbent will be responsible for reviewing all of the Collective Bargaining Agreements CBA(s) in effect for DDOT and serve as advisor to agency management on the collective bargaining agreement (CBA); Ensure timelines within the CBAs are complied with for all personnel actions, especially grievances; Assist in the drafting of disciplinary notices so that CBA timelines as well as progressive discipline and disparate treatment issues are addressed; Respond timely to requests for information from the Union and serve as point of contact for the relevant labor organization(s) in response to grievances. The Incumbent will lead or participate in collective bargaining and impact and effects negotiations and provide support to OLRCB during arbitration proceedings. The successful candidate will assist with other components of the OGC including legal sufficiency reviews of transactional documents such as MOUs, MOAs, and various other contractual agreements, conduct presentations to senior management on labor issues, and review investigations for legal compliance. Incumbent will review draft regulations and legislation for legal sufficiency; and participate in the drafting process as required.

Qualifications and Education

Candidate must possess a LLB or a Juris Doctorate (J.D.) from a law school accredited by the American Bar Association at the time of appointment.

Applicants must have at least four (4) years of post J.D. professional legal experience (seven (7) years is preferred), including one year of experience at or equivalent to the LA-14 grade level in the District of Columbia government service. Specialized experience is an experience that is in, or directly related to, the line of work of this position.

Experience in employment matters, regulatory enforcement, and administrative litigation preferred. Familiarity with federal and District of Columbia equal employment opportunity laws, as well as the District Personnel Manual, is preferred.

Specialized Experience: Specialized experience is the experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses and Certifications

Must possess and maintain a valid driver's license and have an acceptable driving record.

Candidate must be an active member of the District of Columbia Bar in good standing or must be admitted in another United States jurisdiction, be eligible to waive in, and be admitted within 365 days of their appointment. If eligible for waiver, the incumbent must submit an application for admission to the District of Columbia Bar prior to commencing employment. An appointee to a Legal Service position shall remain a member of good standing of the District of Columbia Bar during their employment within the Legal Service. t.

Collective Bargaining Unit (Non-Union): This position is not covered under a Collective Bargaining Unit.

Emergency Designations: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
