Under administrative direction; to plan, organize, manage, direct, and supervise the Business and Engineering Department operations and functions of the District; and to do related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the General Manager. Supervises Engineering Manager, Facilities Manager, Operations Manager and Information Technology Manager. In the absence of the General Manager, assumes full duties of that position.

Examples of Duties

  • Updates the General Manager regularly regarding operations, problems, policies, and administration information.
  • Attends and/or represents the General Manager at Board meetings, meetings, and conferences as directed.
  • Provides support to the General Manager in making presentations regarding Business and Engineering Department issues to the Board of Directors.
  • Identify and respond to the General Manager regarding community and Board of Director issues, concerns, and needs.
  • Maintains open communications and understanding of the Facilities and Production Department operations to ensure coordination of activities.
  • Attends community organization and local agency meetings as directed to represent the District and inform the public about District activities.
  • Provides administrative and professional leadership and direction for the Business and Engineering Departments by planning, organizing, and monitoring the budget for Business and Engineering Departments; identifying and resolving problems; assigning work activities and projects; monitoring work flow; reviewing and evaluating work products, methods, and procedures; and recommending adjustments as necessary.
  • Evaluates and recommends appropriate service and staffing levels for the Business and Engineering Departments.
  • Oversees updates and revisions of long-term planning activities such as the District Capital Improvement Plan and water rate adjustments.
  • Monitors Business and Engineering employee certification, training, and safety programs.
  • Evaluates employees' job performances and makes recommendations for job performance improvement; takes disciplinary action as needed; recommends employees for salary advancement.
  • Approves time cards, overtime, vacation, training requests, and requisitions; periodically review position descriptions for accuracy and completeness.
  • Assists the District's Financial Advisor as directed by General Manager to monitor the District's finances.
  • Oversees the preparation and maintenance of the general ledger, accounting transactions, and specific records that provide backup for the District's annual audit done by an independent auditing firm and provides assistance during that audit as required.
  • Coordinates the preparation of the annual District budget and monitors actual expenditures to the approved budget.
  • Addresses and attempts to resolve customer complaints and problems referred by the General Manager or the Office Supervisor.
  • Develops engineering designs, plans, and specifications for the construction and development of District structures and facilities; resolves problems of facility location, construction, maintenance, and related functions; and obtains all required permits, including CEQA compliance.
  • Periodically reviews, updates and recommends approval of the District Standard Specifications for Water Distribution System Construction, the District Emergency Response Plan, and organizes and coordinates annual drills to practice the Plan.
  • Reviews and approves water system improvement plans and specifications developed by professional engineering for non-District projects.
  • Meets with engineering firms and developers with questions regarding water availability, design requirements, and District policies as requested by the Engineering Supervisor.
  • Oversees contract administration of consultants, multi-agency projects, and construction projects.
  • Develops security related policies and designs, plans, and specifications for the construction of security systems and/or improvements for District facilities.
  • Assists other District personnel in all related phases of activities and operations as needed; including after-hours, on-call, and other unusual times.

  • Typical Qualifications

    KNOWLEDGE OF:
  • Operational characteristics, services, and activities of customer service, engineering, and quality control programs.
  • Principles of organization, management, supervision, training, economic evaluation, and performance evaluation.
  • Preparation of designs, plans, specifications, estimates, reports, and recommendations for water system improvements.
  • Modern principles and practices of civil engineering, field surveying, contract administration for the successful completion of consulting and construction projects, construction of engineering projects, and governmental accounting and finance administration (particularly in the areas of accounting, budgeting, auditing, and data processing).
  • Microsoft Office, Microsoft Project, financial tracking and reporting, customer service, and CAD software programs.
  • California special district governance and administration.
  • Pertinent Federal, State, and local laws, codes and regulations including Federal and State emergency management structures and regulations and environmental regulations.
  • Safety practices and regulations.

  • ABILITY TO:
  • Plan, implement, and coordinate District customer service, financial, and engineering projects affecting existing customers, water distribution system development, water conservation, and water quality.
  • Learn and understand the District water distribution system operation, water treatment technologies, and water quality regulations.
  • Delegate authority and responsibility and coordinate the work of supervisory, professional, and technical staff as necessary to successfully complete programs and projects.
  • Prepare, develop, and review plans, specifications, District engineering standards, and a variety of engineering studies and reports.
  • Productively use existing and future computer systems and software packages related to engineering and business analysis and functions.
  • Understand, interpret, and explain District policies and procedures.
  • Interpret and apply Federal, State, and local policies, procedures, laws, and regulations.
  • Effectively and professionally represent the District, in addition to the Business and Engineering functions, with community organizations, the general public, other government agencies, contractors, developers, and professional engineering consultants through written material and oral presentations.
  • Establish and maintain effective and professional working relationships with those contacted in the course of work including District staff, government officials, community groups, and the general public.

  • EDUCATION AND EXPERIENCE
  • Completion of a Bachelor of Science Degree in Civil Engineering. A minor in public administration, finance, or business management is desirable.
  • Five (5) years of increasingly responsible professional engineering experience in design and construction of water treatment and distribution facilities, including at least two (2) years in a management or supervisory capacity.

  • LICENSE
  • Possession of, or ability to obtain, a valid California driver's license. Must have a driving record acceptable to the District.
  • Possession of current certificate of registration as a Civil Engineer issued by the State of California.

    PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
  • Communicate clearly and concisely, both orally and in writing.
  • Hears normal conversation sufficient to accomplish duties.
  • Communicates orally with General Manager, District Board members, co-workers, and the public in face-to-face, one-to-one, and group settings.
  • Must be able to see sufficiently to accomplish the duties of the position and to operate a District vehicle; travels regularly by vehicle and airplane in conducting District business.
  • Uses office equipment such as telephone, personal computers, copiers, and FAX machines.
  • Lift, carry, push, and pull 25 pounds.
  • Sit for prolonged periods of time, but occasional walks in uneven terrain, in an outdoor environment, making inspections of District facilities and construction projects.

    Group Health, Dental, and Vision Care Coverage

    The District currently covers the cost of premiums for the lowest tier of health, dental, and vision care coverage for employee and the employee's eligible dependents for the plan all employees would qualify for. Six health care plans -- Anthem Classic PPO, Anthem Advantage PPO, Anthem California Care HMO, Anthem Consumer Driven, Kaiser Consumer Driven and Kaiser HMO; two dental plans -- Delta Dental and Delta Care HMO; and one vision care plan -- Vision Services Plan, are offered. Open enrollment, where you may switch between health care coverage plans, are held annually.

    Group health, dental, and vision coverage is effective the first of the month following one month of continuous full-time employment.

    Life Insurance

    The District offers $10,000 life insurance for employees. Additional supplemental insurance may be purchased and paid through automatic payroll deductions.

    Vacation

    You will accrue two weeks (6.67 hours per month) of District-paid vacation time each year during your first five years with the District. After probation is completed, you may take vacation time with your supervisor's approval. At year six with Palmdale Water District, you will accrue three weeks (10.00 hours per month); each year from year 6 through 16 you will receive an additional 4.00 hours per year; and after twenty years you will accrue five weeks (16.67 hours per month).

    Administrative Leave

    Administrative Leave is available to Managers at 80 hours annually; and Supervisors at the rate of 40 hours annually.

    Sick Leave

    You are allowed 96 hours of sick leave per year. You may accumulate up to a maximum of 250 unused sick days. When you retire, your unused sick days are calculated into your CalPERS service credit time. If your employment is terminated, the time is lost.

    Public Employees Retirement System

    As a full-time public employee, you are automatically enrolled in the Public Employees Retirement System (CalPERS). Employees pay the employee portion of CalPERS.

    Holidays

    Employees receive twelve paid designated holidays plus two paid floating holidays per year. Floating holidays must be taken by December 31 of each year or they are lost.

    Miscellaneous

    The District provides employees miscellaneous leaves including bereavement, military, and jury duty.

    Credit Union

    All District employees are eligible to join the Logix Banking Credit Union.

    Deferred Compensation

    Through automatic payroll deductions, you may participate in a 457 deferred compensation program that allows you to reduce your current taxable income by deferring some of your pay to an authorized investment until your retirement.

    Educational Assistance

    Employees who have completed the probationary period and achieved regular status may be reimbursed up to $3000/$5250 per year for the cost of tuition, fees, mileage, parking and books for qualified and approved voluntary education programs undertaken outside regular working hours.

    Uniforms

    When an employee's job assignment requires a uniform be worn, the District will provide and maintain the uniforms.

    Employee Communication

    The employee newsletter, The Employee Buzz., is published monthly and is designed to provide recognition to employees for on-the-job accomplishments and to inform employees about issues relating to the District.
