Introduction

The Office of the Inspector General (OIG) is seeking to fill an Assistant Inspector General vacancy in the Internal Audit Section. This position has a flexible schedule but will work between the hours of 6:00am and 6:00pm, including at least 1 day in-person at the 1 West Wilson Office in Madison each week. The OIG reports directly to the Department of Health Services (DHS) Secretary and is charged with protecting the taxpayers of Wisconsin by preventing, detecting and investigating fraud, waste, and abuse of public assistance programs administered by DHS such as Medicaid, FoodShare, WIC, IRIS, and FamilyCare.

Position Summary

As Assistant Inspector General for the Internal Audit Section, you will be responsible for the following duties:

  • Leading, managing, and administering the Section's responsibilities to perform internal audit functions for DHS. You will be providing administrative oversight responsibilities for section staff and internal audit functions. Internal auditing is comprised of objective assurance and advisory activities that are guided by a philosophy of adding value to and improving the operations of DHS. It assists DHS in accomplishing its objectives by bringing a systematic and disciplined approach to evaluate and improve the effectiveness of DHS' governance, risk management, and control processes. The Section conducts audits of grantees, contractors, and providers who receive DHS funds, performs internal audits of DHS programs and operations, and investigates allegations of fraud, waste, or abuse of DHS resources by employees, contractors, providers, and recipients.
  • Ensuring all communications, activities, engagements, and deliverables implemented are in alignment with OIG's mission, vision, and values, the Internal Audit Charter ( P-03652 ), and in accordance with general auditing standards set by government auditing agencies such as the Institute of Internal Auditors (IIA) or Associations of Inspector General (AIG).
  • Overseeing the effective and timely completion of internal audit operations and functions such as risk assessments, training, financial audits, performance evaluations, and investigations. All engagements and activities are documented in writing through formal reports and memos, subject to approval by the Inspector General (IG) and Deputy Inspector General (DIG).
  • Developing and conducting an evaluation of DHS controls and risks to develop an annual workplan that complements the Internal Audit Charter, aligns with DHS priorities, and is approved by the IG, DIG, and DHS Secretary.
  • Maintaining strong, effective, collaborative working relationships with partners including other DHS divisions, local and county governments, other state agencies, federal agencies and other external partners. The position will maintain strong emotional intelligence and communication skills to ensure the OIG's reputational risk in collaborating with partners and producing professional deliverables remains low.
  • Briefing the Secretary on OIG initiatives and issues discovered during auditing engagements. This position may also be required to brief other DHS executive staff or provide training and visibility on OIG's internal audit activities.
  • Facilitating strategic professional growth for staff and cultivates their skills in alignment with IIA standards. Leadership includes interpersonal development, career development, and supporting staff to accomplish section goals and objectives.


Salary Information

The starting pay is between $45.00 and $51.85 per hour (approximately between $93,600 and $107,800 per year), depending on qualifications, plus excellent benefits. A 24-month Career Executive probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Financial Program Supervisor and is in pay schedule and range 81/02.

This position requires the ability to drive a State vehicle or the ability to provide one's own transportation.

This position requires the ability to drive a State vehicle. In order to become authorized to drive a State vehicle, you must meet the requirements for the State of Wisconsin Fleet Vehicle policy, which are:

  • Must have a valid driver's license;
  • Must have minimum of two years licensed driving experience;
  • Must be 18 years of age.

Additionally, your driving record MUST NOT reflect any of the following conditions:

  • Three or more moving violations and/or at-fault accidents in the past two years;
  • Operating While Intoxicated (OWI)/Driving Under the Influence (DUI) citation within the past 12 months;
  • Suspension or revocation of driver's license.


For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:

  • Active certification as a Certified Public Accountant, Certified Internal Auditor, Certified Inspector General Auditor, or Certified Information Systems Auditor.
  • Experience using government accounting principles and auditing standards including the IIA and AIG.
  • Experience as a direct supervisor of employees.
  • Experience reviewing and providing a final stance, either verbally or in writing, on positions in audits or investigative reports.

Well-qualified applicants will also have one or more of the following:

  • Experience using analytic computers programs such as TeamMate+, Analytics SAS, or SPSS, to perform comprehensive reviews and investigations, assemble and analyze data, and prepare tables, graphs or reports.
  • Experience utilizing effective internal control measures in manual or information technology systems.
