Job Summary
This is a temporary position for a period of two (2) years. This position oversees the operational areas of Linear Assets to include Collections Systems, Distribution, Water Quality and Locates.
Essential Job Functions
- Implements, plans and programs for the department including budgeting, job assignments, employee evaluations, preparing contractual obligations, and reporting.
- Oversees the work of the Division Leaders who plan, direct, and control the day-to-day operational activities of assigned departments.
- Assists the Deputy Executive Director in establishing and implementing CFPUA goals and performance objectives, develops and manages annual division goals consistent and supportive of CFPUA's mission and strategic plan.
- Collaborate and negotiate with other agencies and governmental leaders and businesses to meet operational goals, conduct business, remove obstacles, reach mutually beneficial agreements, and to build and support regional relationships and partnerships.
- Prepares and presents reports and other information to the Board in collaboration with department director.
- Address customer concerns and inquiries and available to represent the organization at community meetings and events when necessary.
- Develop, collect, and evaluate performance measures, develop, and oversee divisional policies and procedures, implement programs, and continuous improvement strategies.
- Develops and implements operational programs and projects for the department.
- Oversees the environmental and safety performance of the assigned departments.
- Oversees the emergency preparedness and response of the assigned departments.
- Serves as a link between managers and others by answering questions, interpreting, and administering contracts, and helping to resolve work related problems.
- Assist with the development and oversight of the operational department budgets to meet operational goals and programs consistent with accounting, budgeting, and management principles.
- Identifies the operational and maintenance needs of assigned departments.
- Participates in operational management team meetings to provide direction for improved performance, service, and to maintain a safe workplace.
- This position is a member of the organization management team and is responsible for demonstrating and holding others accountable to the CFPUA values.
- This position is required to work in partnership with their own department and all other CFPUA departments toward achieving organizational goals.
- This position is responsible for creating a culture of belonging and inclusion.
- This position works in partnership with the Human Resources department to ensure staff completes all relevant employment training.
- This position is responsible for ensuring compliance with all CFPUA policies and procedures.
- This position works in partnership with the Human Resources department to ensure compliance with federal and state employment law.
- Exercises purchasing authority up to $10,000 without approval from supervisor.
- Performs other related job duties as assigned.
Education, Experience, and Other Requirements
Education and Experience:
- Bachelor's Degree in engineering or related course study or ten (10) years experience in water and wastewater services in lieu of degree.
- Minimum five (5) years of professional work experience at a management level in water and/or wastewater treatment utility management, engineering management with an emphasis on water and wastewater systems, or utility maintenance management.
- Possession of or ability to readily obtain a valid State of North Carolina driver's license.
- Additional water or wastewater treatment certifications or project management certifications is desired.
