$91,210.86 - $100,909.64 / ANNUALLY

DEFINITION
Under the direction of the Property Administrator, the Assistant Property Administrator will support the overall operation of assigned Authority-owned rental housing, facilities, and other real properties, and perform the day-to-day tasks associated with all applicable federal, state, and local laws, HUD regulations and policies and procedures of the Oakland Housing Authority.

MINIMUM QUALIFICATIONS
A bachelor's degree in social services, business administration, or a closely related field;
AND two years of full-time paid experience in public housing management, property management or a closely related field.
OR
Completion of 48 general education semester units of college training, with course work in the above fields;
AND three years of performing similar duties.
Must possess a valid California Class C driver's license and have and maintain an insurable driving record.
Strong computer literacy, exceptional organization & time management skills are required.
Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese and/or Spanish are a plus.
An equivalent combination of education, training and experience will be considered.

DEFINITION
Under the direction of the Property Administrator, the Assistant Property Administrator will support the overall operation of assigned Authority-owned rental housing, facilities, and other real properties, and perform the day-to-day tasks associated with all applicable federal, state, and local laws, HUD regulations and policies and procedures of the Oakland Housing Authority.
ESSENTIAL FUNCTIONS
Administration and Compliance
- Assists the Property Administrator in day-to-day administration of the properties; and
- Compiles information to complete required reports in an accurate and timely manner; and
- Processes, completes, and maintain accurate resident files; and
- Monitors custodial, maintenance and other related services; and
- Completes and serves legal notices; maintains legal logs for the properties; and
- Orders supplies, records costs, and submits reports as required.
- Performs core functions, including rent collections, filling vacancies, lease enforcements, wait list management and maintenance of properties.
Financial Accountability
- Assists the Property Administrator in achieving program objectives and goals in relation to budget, quality, and delivery of service.
Maintenance Monitoring
- Notifies residents of routine and preventative maintenance and janitorial work; and
- Coordinates the work of maintenance staff with residents; and
- Ensures charge backs to residents; and
- Regularly walks entire properties to ensure that common areas, such as landscaping, laundry, garbage, etc, are in good condition; and
- Prepares work orders, tracks completion of work orders and turnover of vacant units.; and
- On a daily, weekly and/or monthly basis performs annual or as-needed inspections in the absence of the Property Administrator in accordance with Uniform Physical Condition Standards (UPCS); and
- Enforces and adheres to safety standards.
