Duties and Responsibilities
Essential Job Functions: Primary responsibility is to coordinates activities of the Water Utilities Divisions within the framework of established regulations, policies and procedures of the Public Works Department; works to ensure that the divisions are providing an adequate supply of high quality potable water for domestic, industrial and fire protection use; monitors the collection and treatment of wastewater for the protection of public health and the environment; oversees the maintenance and construction of water and sanitary sewer infrastructure; Roadway and Drainage Systems, planning, designing and constructing projects to meet present and future needs; updating policies and procedures to ensure high quality construction and compliance with State and Federal regulations; make presentations to City Council; attend meetings and give talks to various civic groups.

Working Conditions

Monday-Friday, 8:00 am - 5:00 pm; will work indoors and outdoors; subject to exposure to varying outdoor elements (e.g. cold weather, rain, extreme heat, dirt); may be required to work after hours.
Minimum Essential Qualifications

Knowledge: Working knowledge of EPA and TCEQ rules and regulations pertaining to water and wastewater utilities.

Skills/Abilities: Most possess leadership skills to efficiently organize, direct, and coordinate the activities, personnel, and equipment of a multi-functional Public Works department, including strong project management skills; must possess excellent interpersonal communication skills (oral and written) for interaction with elected and appointed officials, employees, agencies, other governmental units, and the public; ability to speak effectively before groups of customers or employees.

Physical Requirements: Frequently drives, files, does data entry, uses calculator and PC, sees, sits, sorts, walks, and writes by hand; frequently lifts objects weighing up to 10 lbs; infrequently lifts objects weighing 25 lbs; infrequently stoops, climb, bend.

Education/Experience: Bachelor's degree in Civil Engineering, Environmental Chemistry/Science or related field. Minimum ten years of experience in water, sewer, street and drainage field, EPA & TCEQ Rules & Regulations, including five years of supervisory experience; equivalent combination of education and experience may be considered.

Other: Applicant selected for hire shall be subject to a background check and a drug/alcohol screen test. Valid Class C driver's license with a good driving record required. Other state valid Driver's License equivalent to Texas Class C with a good driving record will be considered. Texas state law requires within 30 days of residency, you must possess a valid Texas driver's license.
