TITLE:
Assistant Superintendent for Pk-12

POSITION SUMMARY:
Under the direction of the Superintendent and in cooperation with other District administrators, the Assistant Superintendent for Pk-12 will serve as the instructional leader for the District. The Assistant Superintendent for Pk-12 will provide leadership, direction, and supervision for schools' efficient academic management by directly supervising principals. This position will support the continued growth of principals to increase the effectiveness of the operation, planning, development, and administration of all school-based programs supporting the district's mission to ensure that all students are college and career-ready. The Assistant Superintendent for Pk-12 will be responsible for ensuring the implementation of all applicable School Committee policies. The Assistant Superintendent for Pk-12 is expected to provide regular support and guidance to school administrators. The Assistant Superintendent will create authentic partnerships between district departments and schools that ensure closer alignment of district resources with school needs, to implement an instructional plan for the district that ensures effective teaching in every classroom, and to create conditions that ensure systemic improvement of practice over time in every classroom. The position requires strong knowledge of curriculum, instruction, and best practices for assessment. The Assistant Superintendent for Pk-12 is the spokesperson and resident expert on curriculum, instruction, pedagogy, and learning.The Assistant Superintendent for Pk-12 will be required to lead regular data conversations with staff to drive informed decision-making and allocation of resources.This role develops the short and long-term instructional vision for Framingham and works to establish a culture of high expectation and shared responsibility for equitable access
to high quality and culturally relevant instruction. This is a cabinet-level position that participates on behalf of the
Superintendent in the overall strategic leadership of the District. The Assistant Superintendent for Pk-12 directs and facilitates a complex process of planning, designing and implementing education services and support, including curriculum, to a diverse student population.

Requires advanced human relations skills sufficient to conduct formal presentations to large and diverse audiences, to facilitate executive and management-level group action planning, external relations, conflict resolution, performance appraisal and facilitate in-service education. Requires advanced language and writing skills to develop complex business plans, goals and objectives and make formal
presentations. Requires the ability to work with other departments and team leaders.

TRAINING AND EXPERIENCE:
Three years of experience as a building principal or administrator. At least five years of experience as a classroom teacher. Extensive experience in and sophisticated knowledge of curriculum, best practices in instruction and assessment, school operations and management, leadership development, and a demonstrated record of success in leading strategic educational initiatives that result in measurable improved student achievement. Experience with the Massachusetts School Building Authority (MSBA) process, specifically crafting the Educational Program, is strongly preferred.

Instructional Leadership
- Develop and implement a compelling vision for the district's instructional and curricula services
- Ensure rigorous and standards-aligned instruction and instructional supports in every classroom, for every Framingham scholar
- Direct academic services (i.e. dual language, gifted and talented, nontraditional programming, professional development, early learning, etc.)
- Assume leadership role on the Superintendent's Cabinet responsible for assisting with long-range strategic planning, developing budgets including grant funds, plans, policies, and activities
- Support decision-making by the Superintendent and senior staff by monitoring and effectively interpreting the latest research, trends, and development in all areas of education
- Deliver written and oral presentations on academic accountability to various stakeholders (i.e. School Committee, principals, teachers, parents, and community groups
- Serve as the key spokesperson to the Superintendent, advisory board and the community regarding all educational issues (i.e. attend regular School Committee meetings, subcommittee meetings, and other related meetings)
Instructional Management and Coordinated Services
- Collaborate with other assistant superintendents, executive directors, and divisional personnel in all academic areas to evaluate existing curricula programs based on observations and results of accountability measures
- Serve as the lead principal evaluator
- Collaborate with other school systems, community agencies, local universities, and research organizations to remote shared learning
- Guide principals in the accomplishment of identified student achievement targets
- Work with the Department of Early and Secondary Education to improve student achievement outcomes
- Collaborate with District department heads and other leaders to meet state and federal regulations
- Ensure that planned instructional programs are based on needs assessment and input from stakeholders
- Use current research, performance data and feedback from students, teachers, parents and community to make decisions related to improvement of curriculum and instruction.
- Ensure that all components of curriculum development, implementation and evaluation are connected and consistent with the District's vision and mission.
- Establish direction for school improvement efforts by continuously monitoring the progress of school performance and student achievement targets
- Develop, organize, and implement models of technical assistance for schools to improve outcomes for all scholars, particularly historically underserved populations
- Strategically manage and allocate resources ( including money, people, time, etc.) to ensure alignment to student needs
- Work with other District leaders on school building development (MSBA process, specifically crafting the Educational Program)
- Coordinate with Student Services to ensure multi-tiered systems of support are implemented in compliance with state and federal law
- Effectively leverage assessment tools and data promptly to monitor progress of schools and cluster priorities to ensure data-driven decisions that initiate corrective action or sustain improvement
Talent Management and Professional Learning
- Build and lead a highly effective, innovative academic teams that are assessed on the ability to continually improve instructional practices
- Support direct-reports to develop, implement, and evaluate projects to achieve goals and objectives
- Build capacity of central office, building administrators, and teachers to implement inclusive practices for all students
- Monitor the coordination of all district professional development efforts and the implementation of new and existing educational programs
- Collaboratively develop the instructional leadership capacity of principals to improve outcomes for all students
- Use evidence of principals' effectiveness to determine, develop, and provide feedback on the practices needing improvement that will grow principals' ability to foster a positive educational environment that supports students' diverse cultural and learning needs
- Collaborate with central office departments to improve services that support principals' focus on student learning and limit distractions
- Work with principals to be culturally/socially responsive, establish affirming and inclusive environments for students, parents and staff, and effectively address stakeholder concerns
- Assist Principals with assessing, planning, and implementing professional learning for teachers and other
- instructional staff
- Monitor school budgets including grant funds and provides guidance on equitably redirecting and aligning resources to support
- students' needs and the school's strategic goals
